MINUTES <br />CITY COUNCIL <br />OCTOBER 28, 1992 <br />Blesener pointed out that NSYA is saying that they <br />cannot afford the $400 per session rent. Blesener <br />indicated that everyone appears to be in agreement that <br />the City should do nothing at this point, therefore, <br />Blesener suggested that the matter be tabled at this <br />time to let the organizations try to work out the <br />situation. Blesener felt that the organizations had <br />the opportunity to negotiate with a different landlord <br />as a unified body, and approach the City on that basis <br />if they choose to. <br />Jan Thul stated that in reference to Mr. Short's <br />remarks, about a year and a half ago Lake Owasso did <br />receive a rent increase. Thul also reported that Lake <br />Owasso had attempted to negotiate a$300 per session <br />lease with Mover's Warehouse based on the fact that <br />this is the rent that some other organizations are <br />paying at the Little Canada Bingo Aall. Thul reported <br />that Lake Owasso feels that it was discriminated <br />against since it was not treated the same as other <br />organizations. <br />Short reported that he did not sign a lease with Lake <br />Owasso because he requested that they be represented by <br />an attorney and they refused this request. <br />Strohbeen stated that Lake Owasso does not believe that <br />charitable gambling money should be spent on attorneys' <br />fees, but rather used for charity. Strohbeen reported <br />that Lake owasso was paying $400 per month in rent at <br />the Bingo Hall, and they were fined by the State for <br />overpayment of rent. <br />Blesener felt that at this point the charities needed <br />to work out the rent issue. <br />Collova agreed, pointing out that there is the request <br />of one of the charities that they be allowed time to <br />resolve the problem themselves. <br />Scalze agreed that City involvement in the issue may be <br />premature at this time. <br />Strohbeen asked if Lake Owasso was able to meet with <br />the other charities on this issue. <br />Mike Fahey pointed out that Lake owasso is no longer in <br />operation at the bingo hall. <br />Blesener felt that the questioned boiled down to <br />whether Lake Owasso can negotiate a lease with the <br />bingo hall, and whether the City Council would approve <br />the premise permit for Lake Owasso if a lease could be <br />Page 16 <br />
