Aanson reported that a resident on <br />DeSoto Street has indicated that they would not oppose <br />expansion of the DeSoto Street lot to the north. <br />Wehrle stated that he did not see the advantage to <br />expanding the DeSoto Street lot north, pointing out <br />that the same square footage is involved resulting in <br />an equal loss of green space. <br />Hanson pointed out that the parking lot would be closer <br />to the street and further away from the main area of <br />the park. Hanson suggested that Council Members look <br />at the area. <br />Blesener stated that he would like to review the <br />options which were considered by the Park and <br />Recreation Commission. <br />Collova stated that he never opposed the idea of a <br />shared parking arrangement with the property to the <br />north when it develops. Collova pointed out that other <br />cities do have these types of arrangements. <br />Wehrle pointed out that a park is different than a <br />commercial venture, and felt that shared parking <br />arrangements can work. Wehrle also pointed out that it <br />is difficult to determine the amount of parking <br />necessary for a park, stating that at peak times enough <br />parking can never be provided. Wehrle stated that if <br />the parking lot expansion was ordered now, it would <br />still not be in time for next season. The Commission <br />will have to look at programming in order to alleviate <br />any parking problem for next year. <br />Blesener stated that he did not see a problem with <br />shared parking, but he thinks there should be enough <br />parking for reasonable use of the park during the week <br />so that the ballfields, playground equipment, tennis <br />and basketball courts can be used. Blesener did not <br />believe park facilities should be expanded until there <br />is parking to accommodate the increased usage. <br />Hanson asked about liability of a shared parking <br />arrangement. <br />The City Attorney replied that the City would have an <br />exposure under a shared parking arrangement, and <br />suggested that if this should occur, the City contact <br />its insurance company for coverage. <br />Blesener agreed that most parks did not have enough <br />Page 26 <br />
