MINUTES
CITY COUNCIL
OCTOBER 28, 1992
PIONEER Scalze noted that earlier in toniqht's meeting action
PARK on the bid for expansion of the Pioneer Park parking
PARKING lot was tabled. The Council also requested that the
LOT Park and Recreation Commission provide them with
EXPANSION a program for addressing the parking problem in Pioneer
Park during the 1993 season. Scalze noted that Park
and Recreation Chair Ken Wehrle is present, and could
possibly answer the Council~s questions about the
location that the Commission recommended for the
parking lot expansion.
LaValle asked if there was any reason that the parking
lot could not be located along the south side of the
park adjacent to Montreal Courts apartments.
Wehrle reported that the Commission reviewed several
alternatives for parkinq lot expansion. Alternatives
includes expansions of both 75 and 35 parking spaces in
varying locations. Wehrle reported that the Commission
did look at the possibility of expanding parking at the
south end of the park, but noted that the existing
pathway would then have to be relocated. There was
also concern about connecting a lot on the south end of
the park with the existing parking lot on the DeSoto
Street side, and having a long dead-end parking lot.
Wehrle reported that the Commission looked at expanding
the DeSoto Street parking lot to the north, but felt
that more residents would then be exposed to the
parking lot. The Commission looked at expansion of the
Centerville Road parking lot in varying configurations.
The Commission felt that there were soil and drainage
considerations to the north of this lot, and that
expansion of the Centerville Road lot would necessitate
another entrance on Centerville Road.
Wehrle reported that the Commission considered that
funding was short, and felt that expansion of the
DeSoto lot to the west was the most reasonable and
economical solution. Wehrle pointed out that there is
a parking problem to be resolved based on programming
that took place last summer. The Commission felt the
parking lot expansion was the quickest way to solve
that problem, but was not indicating that this will
resolve the problem for the future when the park is
fully developed.
Wehrle also noted that when Pioneer Park was first
designed, there was discussion about improving parking
in phases, and the parking lots were designed so that
they could be expanded.
Hanson noted that if the DeSoto Street parking lot is
expanded to the west, there is a pathway that will have
Page 25
