MINUTES <br />CITY COUNCIL <br />NOVEMBER 18~ 1992 <br />/ RESOLUTION NO. 92-11-410 - ACCEPTING THE RECOMMENDATION <br />OF THE CITY ADMINISTRATOR REGARDING FiEALTH INSURANCE <br />COSTS WITA THE STIPULATION THAT IF THE ANTICIPATED <br />INCREASE IN HEALTH INSURANCE COSTS IS LESS THAN 15~, <br />THE CITY WILL RECOVER THE DIFFERENCE AND CITY EMPLOYEES <br />WILL STILL PARTICIPATE IN THE COST OF THEIR COVERAGE AT <br />THE PRESENT RATE <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (4) Blesener, LaValle, Hanson, Collova. <br />Nays (1) Scalze. Resolution declared adopted. <br />The City Administrator pointed out that the salary <br />scales proposed are quidelines which he is recommending <br />be locked in for two years for clerical, hourly and <br />non-supervisory employees. It was noted that in some <br />cases employees have hit the top of their scales. It <br />is recommended that salaries for department heads and <br />the Public Works lead person be evaluated again next <br />year. <br />Again, the Administrator noted that some increases are <br />major, some scales have been decreased and some <br />salaries are recommended to be frozen. Increases <br />( average 2.9% on a total payroll basis, excluding the <br />City Administrator position, Park & Recreation Director <br />position, and part-time hourly positions which are not <br />recommended for an increase. <br />Joe Steele, Public Works Lead, appeared before the <br />Council. Steele reported that in view of the economy <br />he had been anticipating wage freezes, but had hoped <br />that the freeze would not occur until next year. <br />Steele stated that he was willing to accept the wage <br />freeze, but was worried about health insurance costs. <br />LaValle pointed out the previous Council resolution <br />which freezes the employees' contribution to health <br />insurance costs at $41 per month for 1993. <br />John Palacio, Building Official, pointed out that he <br />plays an important part as the City's Building <br />Official, Fire Marshal, plumbing and heating inspector, <br />and zoning and complaint officer. Palacio noted that <br />the Stanton Report has no clear definition of his <br />position unless you compare with Chief Building <br />Official for the Cities of St. Paul and Minneapolis. <br />Palacio noted that Little Canada does not include these <br />two cities in the group that it compares with. Palacio <br />stated that he was opposed to a wage freeze. Palacio <br />pointed out that is is not an averaqe worker, and <br />pointed out the fees which are generated by his <br />Page 11 <br />
