MINUTES <br />CITY COUNCIL <br />NOVEMBER 18, 1992 <br />department. <br />Palacio pointed out that for 1992 building activity in <br />the City will bring in over $17 million in increased <br />valuation, and fees collected by the building <br />department are over $150,000. <br />Palacio felt that a wage freeze told him that he was <br />just an average worker. Palacio stated that he was an <br />above-average worker, and Little Canada was an <br />above-average City. Palacio felt that all employees <br />deserved a cost-of-living increase at a minimum and an <br />incentive increase. Palacio stated that he was not <br />only speaking for himself, but his fellow workers as <br />well. <br />Hanson reported that Palacio~s comments were true about <br />the revenues that the Building Department brings in, <br />but pointed out that a large share of these revenues in <br />1992 came from the St. Jude's and Presbyterian Aomes <br />projects. Hanson pointed out that it is the building <br />activity in the City which justifies the Building <br />Official position. <br />Palacio agreed, but pointed out that even without those <br />two large projects there was $4 million in building <br />activity in 1992, and he anticipated a similar amount <br />in 1993. <br />Blesener pointed out that building activity justified <br />the job, but that salary could not be based on a <br />percentage of fees. <br />Collova pointed out that the City has never based wages <br />on valuation, but rather on the information contained <br />in the Stanton Report. Collova pointed out that over <br />the past couple of years the increase in salary for the <br />Building Official has been higher than the average <br />increase for fellow workers. <br />Blesener pointed out that the Council's resolution on <br />health insurance results in a$560 increase for <br />employees. This was done so that employees <br />experiencing wage freezes would not end up with a wage <br />reduction. Blesener felt that the City Administrator <br />has done a lot of work and research into the scales <br />proposed, and indicated that he supported the <br />recommendation. <br />The City Administrator acknowledged that John Palacio <br />is a good employee for the City. The Administrator <br />noted a difference in philosophy and did not believe <br />that every employee deserved an automatic increase in <br />Page 12 <br />
