MINUTES CITY COUNCIL NOVEMBER 18, 1992 The foregoing resolution was duly seconded by LaValle. Ayes (5) Scalze, LaValle, Hanson, Collova, Blesener. Nays (0). Resolution declared adopted. Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 92-11-405 - APPROVING THE MINUTES OF THE NOVEMBER 5, 1992 SPECIAL COUNCIL MEETING AS SUBMITTED The foregoing resolution was duly seconded by LaValle. Ayes (5) Blesener, LaValle, Hanson, Collova, Scalze. Nays (0). Resolution declared adopted. COSTA LANE The Mayor opened the Public Hearing to consider the IMPROVEMENT improvement of Costa Lane from DeSoto Street back to DeSoto Street by storm sewer, sanitary sewer, water main, concrete curb and gutter, and bituminous street. Estimated cost of the improvement is $239,380.22. Dave Wright reported that he owns two lots abutting the proposed Costa Lane on the north. Wright requested that he be included in the improvement. The City Engineer explained that it is Mr. Wright's intention to acquire the unimproved 30 feet of road right-of-way adjacent to his property on the east, and then have the property divided so that he will end up with two lots abutting proposed Costa Lane. The Engineer reported that he is considering the Wright property to be a part of the project. This will result in a total of 23 lots benefitted by the improvement. Blesener asked if Mr. Wright would pay his share of project costs. The City Engineer reported that the Wright property would be included in the assessment hearing. It is anticipated that project costs will be assessed on a per lot basis since the lots are all of similar size and will receive equal benefit. There was no one else from the general public present wishing to comment on this matter. Upon motion by Blesener, seconded by LaValle, the public hearing was closed. Page 2
