MINUTES <br />CITY COUNCIL <br />NOVEMBER 18, 1992 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Collova, Blesener. <br />Nays (0). Resolution declared adopted. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-11-405 - APPROVING THE MINUTES OF THE <br />NOVEMBER 5, 1992 SPECIAL COUNCIL MEETING AS SUBMITTED <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Hanson, Collova, Scalze. <br />Nays (0). Resolution declared adopted. <br />COSTA LANE The Mayor opened the Public Hearing to consider the <br />IMPROVEMENT improvement of Costa Lane from DeSoto Street back to <br />DeSoto Street by storm sewer, sanitary sewer, water <br />main, concrete curb and gutter, and bituminous street. <br />Estimated cost of the improvement is $239,380.22. <br />Dave Wright reported that he owns two lots abutting the <br />proposed Costa Lane on the north. Wright requested <br />that he be included in the improvement. <br />The City Engineer explained that it is Mr. Wright's <br />intention to acquire the unimproved 30 feet of road <br />right-of-way adjacent to his property on the east, and <br />then have the property divided so that he will end up <br />with two lots abutting proposed Costa Lane. The <br />Engineer reported that he is considering the Wright <br />property to be a part of the project. This will result <br />in a total of 23 lots benefitted by the improvement. <br />Blesener asked if Mr. Wright would pay his share of <br />project costs. <br />The City Engineer reported that the Wright property <br />would be included in the assessment hearing. It is <br />anticipated that project costs will be assessed on a <br />per lot basis since the lots are all of similar size <br />and will receive equal benefit. <br />There was no one else from the general public present <br />wishing to comment on this matter. <br />Upon motion by Blesener, seconded by LaValle, the <br />public hearing was closed. <br />Page 2 <br />
