MINUTES <br />CITY COUNCIL <br />NOVEMBER 18, 1992 <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-11-406 - ORDERING THE IMPROVEMENT OF <br />COSTA LANE FROM DESOTO BACK TO DESOTO BY SANITARY <br />SEWER, STORM SEWER, WATER MAIN, CONCRETE CURB AND <br />GUTTER, AND BITUMINOUS STREET, AND AUTHORIZING THE CITY <br />ENGINEER TO PROCEED WITH THE PREPARATION OF PLANS AND <br />SPECIFICATIONS FOR THE IMPROVEMENT <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, Hanson, LaValle. <br />Nays (0). Resolution declared adopted. <br />GAMBLING Aanson noted that the City has been requested to table <br />ISSUES discussion pertaining to gambling issues until its <br />November 25th meeting. <br />Scalze noted that she will not be present at the <br />November 25th Council meeting. Scalze stated that she <br />is interested in seeing a citizen task force <br />established to look at charitable gambling issues, <br />including expenses such as rents, salaries and <br />compensation. 5calze felt that the input the Council <br />could received from a task force comprised of people <br />with no interests or ties to charitable gambling would <br />be important. <br />LaValle suggested that discussion about charitable <br />gambling issues be tabled until the first Council <br />meeting in December when a full Council is present. <br />Collova asked Scalze's intent for such a task force. <br />Scalze stated that she did not believe the City should <br />be involved in setting rents for bingo halls, but felt <br />that analysis should be done by a disinterested group <br />in looking at rents and salaries, for example. Scalze <br />pointed out that the Council has discussed these issues <br />with the gambling people, and suggested that it now <br />obtain input from disinterested parties. 5calze <br />reported that there is citizen interest in these areas, <br />and the Council cannot ignore this interest. Scalze <br />suggested that the Council think about such a task <br />force and be prepared to discuss it in December. <br />Blesener did not believe the City should get involved <br />in settinq salaries, and did not feel the task force <br />idea was a good one. Blesener saw it as the City's <br />getting deeper into regulation, and pointed out that <br />charitable gambling is already requlated by the State. <br />Blesener pointed out that the charities are already <br />required by the State to hold expenses to a certain <br />percentage of revenue. <br />Page 3 <br />
