MINUTES <br />CITY COUNCIL <br />NOVEMBER 18, 1992 <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-11-408 - APPROVING THE CHANGE ORDER <br />FOR IMPROVEMENT NO. 92-5, LABORE ROAD, AS RECOMMENDED <br />BY THE CITY ENGINEER, AND AUTHORIZING EXECUTION OF THAT <br />CHANGE ORDER BY THE CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Hanson, Blesener, Collova. <br />Nays (0). Resolution declared adopted. <br />SMOKE & The City Administrator reported that on January 8th the <br />TOBACCO City Council directed him to look into a smoke and <br />FREE tobacco free policy for the City Center. At a November <br />CITY CENTER 5th meeting of City staff, 13 members of the staff <br />indicated their support of this policy, with 1 staff <br />member neutral. There was no opposition to the policy. <br />The City Administrator recommended adoption of a smoke <br />and tobacco free policy for the City Center, and asked <br />for authorization to purchase the appropriate <br />containers for location near the City Center's <br />entrances. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-11-409 - ADOPTING A SMOKE AND TOBACCO <br />FREE POLICY FOR THE CITY CENTER AS RECOMMENDED BY THE <br />CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Blesener, Scalze, Collova, LaValle, Hanson. <br />Nays (O). Resolution declared adopted. <br />1993 BUDGET The City Administrator reviewed his memo dated November <br />17, 1992 regarding proposed 1993 salaries for City <br />employees, as well as proposed salary scales for the <br />various positions. The Administrator reported that his <br />recommendations are the result of a thorough analysis <br />of the Stanton Report, comparisons of salaries being <br />paid for similar positions in other cities, and an <br />internal comparison of each position in the City in <br />light of comp worth requirements. The Administrator <br />also noted that in some cases, the proposed salary <br />scales are a reflection of an employee assuming <br />different duties. The Administrator pointed out that <br />some increases being proposed are significant, some are <br />remaining the same, and still others reflect <br />decreases. The Administrator indicated that the scales <br />are guidelines for the purpose of making future <br />decisions, and should be monitored and updated <br />Page 8 <br />
