MINUTES <br />CITY COUNCIL <br />NOVEMBER 18, 1992 <br />Scalze pointed out that the point of the TIF was to <br />make sure that these residentially-used properties <br />could be purchased. Scalze felt that the parcels could <br />still be developed commercially under the PUD. <br />Crawford reported that it is very difficult to find a <br />proposal that fits the site under the overall concept <br />of the PUD. Crawford stated that from a practical <br />standpoint, that option is not available. <br />Hanson stated that the Council could provide no answers <br />tonight, and suggested that because of the economy, <br />perhaps the City should consider a rezoning of the area <br />to commercial. <br />Crawford asked if the Council was willing to use the <br />excess TIF funds to acquire the Malsam property, or if <br />the Council feels it must wait until there are enough <br />funds to acquire all three of the parcels. <br />Collova pointed out that the TIF District was created <br />to take care of all three properties. <br />Crawford stated that he would like to sit down with <br />staff to explore options. <br />Council was agreeable to this suggestion. <br />RYAN The City Attorney requested a closed session following <br />INDUSTRIAL the Council meeting to discuss pending litigation in <br />PARK the Ryan Industrial Park road improvement matter. <br />ROAD <br />IMPROVEMENT Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-11-407 - AUTHORIZING A CLOSED SESSION <br />FOLLOWING THE MEETING TO DISCUSS PENDING LITIGATION <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Hanson, Scalze, Collova. <br />Nays (O). Resolution declared adopted. <br />CHANGE The City Engineer presented a change order for Imp. No. <br />ORDER 92-5, LaBore Road. The change order involves a time <br />IMP. 92-5 extension, elimination of a sewer lateral which was <br />proposed to benefit a County road, which the County <br />does not wish to pay for, and lowering of existing <br />sewer and water services in the area. Net effect of <br />the change order is a deduct of $4,659 in project <br />costs. <br />Page 7 <br />
