MINUTES <br />CITY COUNCIL <br />NOVEMBER 25, 1992 <br />PERSONNEL The City Administrator noted that the salary adjustment <br />ORDINANCE for the Public Works Superintendent's salary made at <br />REVISION the November 18th Council meeting was based on the <br />elimination of overtime provisions. The Administrator <br />reported that it was his interpretation under the Fair <br />Labor Standards that this position is exempt from <br />overtime requirements. The Administrator proposed <br />adoption of the amended Personnel Ordinance as shown on <br />pages 13 and 14 of the Additions to the Agenda which <br />strikes references to overtime provisions for this <br />position. <br />The Administrator reported that he has a number of <br />concerns with this entire section of the Personnel <br />Ordinance, as well as the Ordinance in general, and is <br />currently working on a new personnel policy that will <br />be submitted to the Council in the near future for <br />consideration. <br />The Public Works Superintendent reported that there <br />have been some questions about his overtime <br />compensation in the past, and felt that the proposal <br />before the Counoil was the best way to address the <br />issue. <br />Mr. LaValle introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE NO. 366 - AMENDING THE PERSONNEL ORDINANCE <br />STRIKING OVERTIME PROVISIONS FROM THE POSITION OF <br />PUBLIC WORKS SUPERINTENDENT <br />The foregoinq ordinance was duly seconded by Blesener. <br />Ayes (4) LaValle, Blesener, Collova, Hanson. <br />Nays (0). Ordinance declared adopted. <br />FEASIBILITY The City Administrator reviewed a feasibility report <br />REPORT on proposed 1993 street improvements, which include <br />1993 STREET Condit Street, Nadeau Road, Lake Street and East <br />IMPROVEMENTS Brooks Avenue from Morrison Street to 5avage Lane by <br />concrete curb and gutter and street reconstruction. <br />The City Administrator reported that in looking at and <br />discussing these improvements further with the City <br />Engineer, it is his recommendation that Condit Street <br />be eliminated from the proposal. While the street is <br />not in the best state of repair, given the limited <br />traffic as well as limited right-of-way, it is felt <br />that the improvement of Condit should not proceed <br />during 1993. Also the improvement of Nadeau Road, <br />which is an access to Condit, lessens the need for the <br />Condit Street improvement. The City Administrator <br />Page 5 <br />
