MINUTES <br />CITY COUNCIL <br />DECEMBER 9, 1992 <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Collova, Aanson, Scalze. <br />Nays (0). Resolution declared adopted. <br />RECESS At this point in the meeting, 9:35 P.M., Council took a <br />short recess. The meeting was reconvened at 9:47 P.M. <br />CITY The Council reviewed the retainer agreement submitted <br />ATTORNEY by the City Attorney for services in 1993. The City <br />RETAINER Administrator reported that the fees proposed for 1993 <br />AGREEMENT fit within the 1993 Budget. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92-12-446 - APPROVING THE 1993 CITY <br />ATTORNEY RETAIN AGREEMENT AS SUBMITTED <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (5) LaValle, Blesener, Hanson, Collova, Scalze. <br />Nays (0). Resolution declared adopted. <br />MSA REPORT The City Administrator reviewed the MSA report as <br />submitted by the City Auditor. The Administrator noted <br />that the Auditor is recommending that the City Council <br />approve the overall MSA plan conceptually; that the <br />City continue the draw down of annual MSA allotments <br />for "past bond interest" for the years 1993 through <br />1996 and use the monies as described within the report; <br />and that the Council approve designating the excess MSA <br />allotments for Demont Avenue Project 1986-7 to finance <br />various construction project deficits detailed in the <br />MSA Report. The Administrator reported that the <br />actions recommended by the City Auditor will allow the <br />City to recover past bond interest which can be applied <br />to future road improvement projects, provide for <br />payment of current bond interest pursuant to debt <br />service obligations; provide an adequate source of <br />funding for future MSA system improvements; and make <br />available future portions of MSA allotments for use in <br />general street maintenance activities. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 92-12-447 - APPROVING CONCEPTUALLY THE <br />PAST/FUTURE MSA ALLOTMENTS/COMMITMENTS REPORT A5 <br />SUBMITTED BY THE CITY AUDITOR <br />Page 16 <br />
