MINUTES <br />CITY COUNCIL <br />DECEMBER 9, 1992 <br />By ballot of the Council, Johnson, Hartmann, and <br />Remerowski were appointed to three year terms on the <br />Park and Recreation Commission effective January 1, <br />1993. <br />CHARITABLE Scalze reported that due to the number of questions and <br />GAMBLING concerns from citizens of the community, it was her <br />feeling that a citizens task force should be appointed <br />to look at the issue of charitable gambling and how it <br />operates within the City and within the confines of <br />State and local ordinances. Scalze indicated that <br />citizens are asking questions, therefore, it was her <br />feeling that they should be more involved. Scalze <br />suggested that perhaps it is time the Council and <br />charities step back and let someone do an objective <br />analysis of the issue. Scalze indicated that the City <br />has done a lot of work in this area within the past <br />year in trying to regulate charitable gambling, but <br />suggested that if citizens are interested in the issue, <br />they should have the option to become more involved. <br />Scalze felt that the group could report to the Council <br />and make suggestions. <br />LaValle felt the group should be a committee and not a <br />task force. LaValle felt that a task force throws out <br />the innuendo that something is wrong. LaValle felt <br />that members of the committee should have a basic <br />knowledge of charitable gambling or business in <br />general, and should not be individuals on a witch hunt. <br />LaValle also felt that there should be quidelines <br />spelling out the goals of the committee. <br />Collova asked the objective of the committee. Collova <br />stated that he was having trouble understanding the <br />purpose of the committee. <br />5calze felt that there were citizens with concern about <br />charitable gambling in the City, and felt the committee <br />was a way to organize those citizens to look into the <br />issue further. Scalze pointed out that other cities <br />have citizen-based advisory committees. Scalze felt <br />that the City did not use its citizens as a resource <br />enough, and felt there was nothing wrong with citizens <br />having a chance to asked questions. Scalze felt the <br />committee would give the citizens credibility and a <br />chance to work with the Council. <br />Scalze suggested that the City place an article in the <br />next City newsletter and on the City's Cable TV channel <br />asking for interested citizens to serve on this <br />committee. Scalze also suggested that the committee <br />then meet with the City Council prior to its second <br />Page 20 <br />
