MINUTES <br />CITY COUNCIL <br />DECEMBER 9, 1992 <br />Sanders reviewed option #4 which proposes the expansion <br />of the DeSoto Street lot to the west with 70 additional <br />spaces. Estimated cost of this option is $42,000. <br />Option #5 proposed the expansion of an additional lot <br />along DeSoto Street. 35 addition parking spaces at a <br />cost of $26,250. <br />Aanson suggested that Option 5 could be bermed to <br />provide screening for the residential homes to the <br />east. <br />Sanders reported that he had looked at that, and <br />additional grading would be necessary. Sanders also <br />pointed out that Option 5 does change some of the <br />function of the park on the east end. <br />Sanders reviewed Option 6 which calls for the expansion <br />of the DeSoto Street lot to the west with 35 additional <br />parking spaces. Estimated cost of this option is <br />$21,000. This is the option supported by the Park <br />Commission. Bids were taken on this option and the low <br />bid received was in the amount of $19,000. Sanders <br />listed the various reasons of the Park & Recreation <br />Commission for supporting Option 6. These include the <br />economical cost of the improvement, the design <br />functions in terms of circulation, it doesn't change <br />the function of the east side of the park leaving area <br />for passive use, the ballfield parking from the DeSoto <br />Street should be fairly limited, 35 additional parking <br />spaces would not really impact traffic on DeSoto, but <br />would solve the short-term parking needs for Pioneer <br />Park for a few years to come. <br />Craig Larson, 2910 DeSoto Street, reported that he <br />discussed this matter with his neighbors, none of whom <br />want to see additional parking on the DeSoto Street <br />side of the park. Larson reported that the neighbors <br />would like to see limited traffic on DeSoto Street, and <br />feel that additional parking for Pioneer Park should be <br />on the Centerville Road side of the park. The <br />residents feel that since the most intense use of the <br />park is on the Centerville Road side, that is where the <br />additional parking should be. Larson suggested that if <br />there is a possibility of parking to the north, that <br />should be explored further. <br />Kathy Rogowski, 2960 DeSoto Street, stated that she was <br />opposed to additional parking on the DeSoto Street <br />side. Rogowski pointed out that there is no <br />development on this side of the park. Rogowski was <br />concerned about ballplayers drinking beer in the <br />parking lot and the lack of toilets in this area. <br />Rogowski stated that she would like to see a play <br />Page 9 <br />
