MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 1992 <br />Joe Kausner, 325 East Brooks Avenue, felt that the <br />bottom line to property owners was prohibitive. <br />Kausner submitted a petition signed by 10 of the 12 <br />property owners involved opposing the improvement. <br />Kausner felt that with the economy the way it is, it <br />would be a bad move to proceed with this improvement. <br />Kaus»er pointed out that East Brooks Avenue is only one <br />block long, and there is limited through traffic and no <br />heavy loads on the street. <br />Bryon Kutscher, 303 East Brooks Avenue, stated that he <br />opposed the project. Kutscher reported that the ten <br />property owners who signed the petition opposing the <br />project have no problem with the street as it is. <br />Kutscher reported that his home is the most expensive <br />purchase that he ever made, and should the improvement <br />proceed, it would be the second most expensive purchase <br />he made. Kutscher reported that he purchased his home <br />15 years ago and believed he could afford it. However, <br />in the last six years his property tax payment has <br />exceeded his monthly mortgage payment. Kutscher <br />requested denial of the improvement. <br />Scalze asked what the assessment would mean to property <br />owners in terms of payment amounts. <br />The City Administrator reported if the assessment is <br />spread over a 10-year period at an estimated interest <br />rate of 7 1/2 percent, the payment would be $825 per <br />year for a 100 foot lot. The City is hoping to lower <br />the cost of the improvement since it will be combined <br />with other projects planned in the City during 1993. <br />Therefore, it is hoped to reduce the estimated cost. <br />The Administrator pointed out that given the condition <br />of the road, at some point it will need attention. <br />The City Engineer pointed out that if the improvement <br />is not made, the street will require a good deal of <br />maintenance. The Engineer pointed out that should the <br />road improvement not be ordered, the City would <br />probably not address the matter again for another 3 to <br />5 years. The Engineer also pointed out that the reason <br />for the catch basins proposed is to pick up standing <br />water before it gets onto Morrison and becomes a burden <br />downstream. <br />Blesener asked if the street improvement were not <br />ordered for 4 to 5 years, if the increased cost to do <br />the project in the future would be due primarily to <br />inflationary factors. <br />The City Engineer anticipated that the same type of <br />improvement would be proposed.
