MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 1992 <br />LEAVE OF Mr. Blesener introduced the following resolution and <br />ABSENCE moved its adoption: <br />RESOLUTION NO. 92-12-459 - APPROVING TAE LEAVE OF <br />ABSENCE FOR BEVERLY JESPERSEN AS SHE HAS REQUESTED <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Blesener, Scalze, Hanson, LaValle. <br />Nays (O). Resolution declared adopted. <br />IMPROVEMENT Hanson opened the public hearing to consider the <br />HEARING East Brooks Avenue improvement from Morrison Avenue to <br />EAST BROOKS Savage Lane which involves storm sewer, concrete curb <br />AVENUE and gutter and street reconstruction. <br />The City Engineer reported that the City will have a <br />number of improvement projects during 1993. Due to <br />this fact, the City is hoping to achieve an economy of <br />scale, and get a better price by having one large <br />project. The Engineer reported that he and the Public <br />Works Department have driven the streets in the City <br />and identified those in fair to poor condition. As a <br />result of this inspection, Condit Street, Nadeau Road, <br />Lake Street, and East Brooks Avenue have been <br />identified as being in poor condition and warranting <br />reconstruction. Condit Street has since been removed <br />from this list due to a number of concerns, such as <br />inadequate riqht-of-way. A project on Condit Street <br />will warrant further study. <br />The Engineer reported that the East Brooks Avenue <br />improvement is proposed as a 32-foot wide urban street <br />with concrete curb and gutter. There are also some <br />storm sewer improvements proposed to pick up water <br />draining down to the intersection at Morrison Avenue. <br />There is existing sanitary sewer and watermain in East <br />Brooks Avenue. The Engineer reported that the street <br />improvements are estimated $83,326 and storm sewer <br />improvements estimated at a cost of $5,295 for total <br />project cost of $88,826. City policy is to assess 80% <br />of the cost of street reconstruction and 100% of the <br />cost of curb and gutter. The City will pay 100% of <br />storm sewer costs. Therefore, the City's share in the <br />cost of the project is estimated at $19,919. <br />The Engineer reported that the remaining costs would be <br />assessed against benefitting properties. There are <br />1,212.69 lineal feet that can be assessed, resulting in <br />an estimated cost of $56.65 per lineal foot. <br />Therefore, a typical assessment for a 100 foot lot <br />would be $5,665.26. <br />Page 9 <br />
