MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 1992 <br />RECESS At this point in the meeting, 8:39 P.M., Council took a <br />short recess. The meeting was reconvened at 8:45 P.M. <br />IMPROVEMENT Hanson opened the public hearing to consider the <br />HEARING improvement of Lake Street from Jackson Street to <br />LAKE 5TREET Lakeshore Avenue by storm sewer, concrete curb and <br />gutter, and street reconstruction. <br />The City Engineer described the project proposed which <br />involves a 32 foot urban section street with concrete <br />curb and qutter and some storm sewer improvement. The <br />Engineer pointed out the other projects that the City <br />will be undertaking during 1993, and the hope to <br />achieve an economy of scale by undertaking one large <br />project next year. <br />The City Engineer reported that cost of the street <br />portion of the improvements is estimated at $106,646 <br />and the storm sewer work estimated at $26,833 for a <br />total estimated project cost of $133,479. Based on the <br />City's assessment policy which calls for assessment of <br />80% of street reconstruction costs, 100% assessment of <br />curb and gutter, and the City picking up 100% of storm <br />sewer costs, there is a balance of $87,585 to be <br />assessed. Total assessable footage equals 1,305.29 <br />lineal feet which results in an assessment estimate of <br />$67.10 per lineal foot. <br />Perry Ball, 115 East Lake Street, asked how the City <br />arrived at improving Lake Street at this time. <br />The City Engineer pointed out that improvements can be <br />initiated either by a petition of property owners or by <br />the City Council. Based on staff's review of the <br />condition of the street and recommendation that it be <br />reconstructed, the City Council called the improvement <br />hearing. <br />Ball asked why concrete curb and gutter is being <br />proposed pointing out that nearby Rose Place does not <br />have concrete curb and gutter. <br />The City Engineer reported that current City policy is <br />to reconstruct with a 32 foot wide street and concrete <br />curb and gutter. <br />Ball reported that he has lived in his home for five <br />years. The property taxes have risen annually, and <br />Ball pointed out that Little Canada has the #1 property <br />tax distinction. Ball asked if recent development of <br />Nadeau Park was the reason that the street project is <br />being proposed at this time. Ball reported that Lake <br />Page 12 <br />
