MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 1992 <br />Street was recently patched, and he did not feel it <br />needed a reconstruction at this time. <br />The City Engineer reported that next spring those <br />patched areas will break up because the soils beneath <br />the street will pump up. The Engineer pointed out that <br />there is a significant amount of maintenance that must <br />be done to a street when it reaches the condition that <br />Lake Street is in. <br />Florence Dousi reported that she has been paying <br />assessments on her property for the past 27 years and <br />she still has a balance owing. Dousi reported that she <br />has a bituminous curbing along her property. Dousi <br />asked why the cost of improving Lake Street is so much <br />more than the proposal just presented for East Brooks <br />Avenue. <br />The City Engineer replied that the reason for the <br />difference in the price is the soil conditions in each <br />area. The soils under Lake Street will require <br />significantly more street section. Also, East Brooks <br />Avenue has better drainage conditions. <br />Dousi felt the street reconstruction proposal was due <br />to recent park development. <br />Scalze pointed out that the City would have to pay its <br />share of the street improvement cost for park property <br />abuttinq the street. Scalze did not believe that the <br />City was happy about picking up this cost. <br />Dousi asked where that money would come from. <br />Scalze pointed out that the recent development that has <br />occurred at Nadeau Park was paid for from charitable <br />gambling donations, and not the taxpayers of Little <br />Canada. The cost of the City's share of road <br />reconstruction would come from City general funds. <br />The City Engineer agreed that the location of the park <br />on Lake Street was not a consideration in recommending <br />that Lake Street be reconstructed. That recommendation <br />was made strictly on the basis of the condition of the <br />street. <br />Dousi asked if the street could be resurfaced. <br />The Engineer replied that Lake Street could not be <br />resurfaced since there is no base left under the street <br />and subsoils have pumped up. <br />Dousi disagreed, and stated that there is base under <br />Page 13 <br />
