MINUTES <br />CITY COUNCIL <br />DECEMBER 15, 1992 <br />differential lock, maintenance, trade-in allowance, <br />ride control and sales tax. The Superintendent noted <br />that ride control is not included with the John Deere <br />model. The Superintendent felt that this was a very <br />important safety feature. <br />The Public Works Superintendent noted that he received <br />a quote for a CAT IT18B demo in the amount of <br />$63,813.12. However, this demo does not have all the <br />options that were specified on the new machine. If the <br />Council wanted to purchase a demo, the specs would have <br />to be revised and the purchase rebid. <br />The City Administrator reported that he has evaluated <br />financing programs to fund the purchase, and there are <br />no programs available from the suppliers that appear to <br />be in the best interest of the City. Therefore, the <br />City Administrator recommended that the purchase be <br />paid for with City funds on-hand, one-third from the <br />Capital Improvement Fund, one-third from the 10% Fund, <br />and one-third from the Water and Sewer Capital Reserve <br />account. <br />The City Administrator pointed out the comparison of <br />costs for loader purchase versus tractor purchase. The <br />Administrator reported that it was his opinion that the <br />equipment purchase is necessary, and that the <br />versatility that a loader would provide justifies the <br />additional cost over a tractor. <br />The Administrator reported that the City will be <br />receiving approximately $5,400 additional LGA this <br />year. The Administrator recommended that this <br />additional LGA be applied toward the cost of the <br />equipment purchase to offset the sales tax that the <br />City is now required to pay. <br />The Public Works Superintendent recommended that the <br />City purchase the new CAT IT18F at a cost of $74,446.48 <br />feeling that the ride control safety feature was <br />necessary and warranted the extra expenditure. <br />LaValle stated that he could not support the purchase <br />based on the additional cost over the demo model. <br />Blesener pointed out that the demo is a used piece of <br />equipment, plus does not have the ride control safety <br />feature. <br />Mr. Blesener introduced the following resolution and <br />moved its adoption: <br />Page 20 <br />
