LaValle indicated that his understanding <br />was that the charities were going to come in and <br />request a second bingo hall license. <br />Fahey replied that the charities have never been in <br />favor of having two bingo halls within the City. Fahey <br />indicated that the charities and TCF are looking for <br />some encouragement from the City to go forward with <br />their proposal to relocate to the Market Place Shopping <br />Center. Fahey again indicated that the formal request <br />and documents will be presented to the Council at its <br />next meeting. Fahey reported that Movers Warehouse has <br />given one of the charities an eviction notice at the <br />end of the month. The lease that North Suburban Youth <br />has with Movers Warehouse expires at the end of <br />February, and the other charities have been operating <br />with month-by-month leases. <br />Scalze was concerned about differences of opinions <br />about what the ordinance says with regard to bingo hall <br />licenses. <br />The City Attorney stated that he would have to research <br />the ordinance, but pointed out that the first cause <br />that would be pleaded is the property right that a <br />bingo hall license might give a property owner. <br />Aanson was concerned that if TCF held the only bingo <br />hall license in the City, that the same situation might <br />occur. <br />Blesener suggested that any lease agreements entered <br />into with TCF be for space under 12,000 square feet in <br />size in order to stay away from the $400 per rent <br />maximum allowed by the State for this amount of square <br />footage. <br />Fahey replied that the charities are considering <br />leasing 11,672 to 12,000 square feet. However, the <br />leases they have negotiated are long-term leases with <br />rental rates set regardless of square footage. Fahey <br />pointed out that TCF's concern about one bingo hall is <br />that they do not wish to be in competition with a bingo <br />hall less than a block away. Fahey reported that the <br />charities have never been in favor of more than one <br />bingo hall. Fahey felt that the Council had to make a <br />decision on this issue one way or the other. Fahey <br />stated that the charities are very much interested and <br />excited about moving to the Market Place 5hopping <br />Center because they wish to keep their operations <br />going. This would not be possible at the $368 per <br />session rent that Movers Warehouse is asking. <br />Page 24 <br />
