MINUTES <br />CITY COUNCIL <br />JANUARY 13, 1993 <br />Scalze pointed out that a good share of the City's <br />housing stock was constructed in the 1960's and <br />1970's. The City also has a low commercial base and <br />large housing stock of modern homes. Scalze indicated <br />that she would like to review assessment policies of <br />cities with similar situations. <br />Pedersen suggested that staff develop several models <br />for the Council's review and show the impact on both <br />the homeowner and the general fund. <br />Aanson also noted that a good percent of the City's <br />land is tax-exempt. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 93-1-14 - INSTRUCTING THE CITY <br />ADMINISTRATOR AND CITY ENGINEER TO REVIEW THE CITY'S <br />ASSESSMENT POLICY AND MAKE A RECOMMENDATION TO THE <br />COUNCIL FOR REVISIONS TO THAT POLICY WHICH WOULD BE <br />CONSISTENT WITH STATE LAW REQUIREMENTS AND WHICH WOULD <br />INVOLVE THE LEAST POSSIBLE COST TO THE CITY <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Morelan, Scalze, Pedersen, Hanson. <br />Nays (0). Resolution declared adopted. <br />The City Administrator suggested that he would have a <br />recommendation within the next month. <br />Scalze noted that whatever assessment policy is adopted <br />will be precedent-setting, and there will be a number <br />of street reconstruction projects in the next 20 years. <br />Scalze pointed out that some cities have a storm water <br />assessment, and suggested that Little Canada look into <br />that. Scalze pointed out that all properties in the <br />City are draining water, and the issue of storm water <br />drainage was never addressed with older homes. <br />ASSESSMENT Mrs. Scalze introduced the following resolution and <br />REAPPOR- moved its adoption: <br />TIONMENT <br />RESOLUTION NO. 93-1-15 - APPROVING THE ASSESSMENT <br />REAPPORTIONMENT FOR 622 LABORE ROAD AS RECOMMENDED BY <br />CITY STAFF <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) Scalze, Pedersen, Hanson, Morelan. <br />Nays (0).
