MINUTES <br />CITY COUNCIL <br />JANUARY 13, 1993 <br />ACTING Mr. Pedersen introduced the following resolution and <br />MAYOR moved its adoption: <br />RESOLUTION N0. 93-1-10 - DESIGNATING BEVERLY SCALZE AS <br />ACTING MAYOR FOR THE CITY OF LITTLE CANADA FOR 1993 <br />The foregoing resolution was duly seconded by Morelan <br />Ayes (3) Pedersen, Morelan, Hanson. <br />Nays (0). <br />Abstains (1) Scalze. Resolution declared adopted. <br />COUNCIL Hanson reported that he has discussed the matter of <br />LIAISON Council liaison assignments with the Council Members <br />ASSIGNMENTS and the City Administrator, and felt that it may be <br />time to eliminate liaison assignments. Hanson pointed <br />out that the creation of the City Administrator <br />position has basically eliminated the need for Council <br />liaisons. <br />Scalze agreed, and reported that over the past 2 to 3 <br />years she has cut back her involvement in the area of <br />parks and recreation, although she still maintains ties <br />with the Park Commission and tries to attend a couple <br />of their meetings each year. <br />Hanson pointed out that even with the elimination of <br />the liaisons, the Council Members are welcome to attend <br />both Park and Recreation Commission and Planning <br />Commission meetings. <br />Blesener felt that the liaison assignments were valid <br />when the City operated with a City Clerk. However, <br />since hiring an Administrator the usefulness of the <br />liaisons is not really there. Collova agreed. <br />Scalze felt the Council's role should be in setting <br />policy. <br />Pedersen stated that he viewed the liaison to the <br />Planning Commission, for example, as a bridge and means <br />of communication between the City Council and Planning <br />Commission. Pedersen felt the liaison assignments had <br />some validity if individual Council Members had special <br />interests. Pedersen stated that in his experience on <br />the Planning Commission, it would have been nice to <br />have a more formal relationship between the Commission <br />and City Council. <br />Scalze agreed there was usefulness to having a <br />communication bridge between the Council and various <br />committees and commissions which do not interface with <br />the City Administrator in some fashion. <br />Page 8 <br />
