MINUTES <br />CITY COUNCIL <br />JANUARY 13, 1993 <br />RESOLUTION NO. 93-1-12 - TABLING APPOINTMENT OF THE <br />1993 CABLE TV DELEGATE AND ALTERNATE <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (4) Scalze, Morelan, Hanson, Pedersen. <br />Nays (0). Resolution declared adopted. <br />FIRE DEPT. Mr. Pedersen introduced the following resolution and <br />PENSION moved its adoption: <br />BOARD <br />RESOLUTION NO. 93-1-13 - APPOINTING BEVERLY SCALZE, JIM <br />LAVALLE, AND RAY HANSON AS THE CITY'S REPRESENTATIVES <br />TO THE FIRE DEPARTMENT RELIEF ASSOCIATION PENSION BOARD <br />FOR 1993 <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (4) Pedersen, Morelan, Hanson, Scalze. <br />Nays (0). Resolution declared adopted. <br />ASSESSMENT The City Administrator reported that in reviewing the <br />POLICY City's assessment policy, he is concerned about equity <br />between projects considering varying costs, soil <br />conditions and assessable footage amounts. The City <br />Engineer has established basic standards for a 7-ton <br />residential street. The Administrator reviewed a <br />spread sheet analysis using the Engineer's standards, <br />the various factors involved, and the recent projects <br />that the Council has considered. The Administrator <br />reported that he has concern about justifying benefits <br />received at an assessment hearing. The City's <br />appraiser has indicated that generally the City should <br />shoot for a$50 to $55 per front foot assessment rate <br />for a road reconstruction project. (A higher cost may <br />be justifiable depending on the specific circumstances <br />of each individual project.) The Administrator pointed <br />out that should an assessment be contested and <br />overturned in court, the City would have to loolc for <br />ways to make up the cost. <br />The Administrator reported that he is currently <br />checking with other cities to determine their <br />assessment policies. The research done to date shows <br />policies all over the board. The Administrator <br />reported that he would like to do some further <br />analysis, and pointed out that the decision the Council <br />makes on this issue will be precedent-setting. <br />Hanson asked if there were any concerns about benefits <br />received in the Edgerton watermain project. <br />The City Administrator pointed out that the City is <br />heavily involved in the cost of that project since <br />there is system-wide benefit to the improvement.
