MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1993 <br />handled in the same way. The Administrator reported <br />that the debt would mature in the year 2005, and a cash <br />flow has been set up between the Kandice I and II <br />issues. <br />The Administrator pointed out that Mr. Zender had been <br />present at the meetinq this evening, and he explained <br />the TIF financing. There would be some excess TIF <br />increments generated by the Kandice I and II projects, <br />but not enough to buy out the three existing homes <br />adjacent to the projects. The third Kandice phase will <br />be necessary to provide enough excess increment to <br />consider buying out, at a minimum, the three homes. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-1-25 - APPROVING THE KANDICE II DEBT <br />FINANCING ARRANGEMENT AS EXPLAINED BY THE CITY <br />ADMINISTRATOR, AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE THE NECESSARY DOCUMENTS ON <br />BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Hanson, Morelan, Pedersen. <br />Nays (O). Resolution declared adopted. <br />10% CAPITAL The City Administrator submitted to the Council a 100 <br />IMPROVEMENT capital improvement listing for their review. The <br />LISTING Administ rator explained that he did not prioritize the <br /> listing, and is recommending tha t a committee of the <br /> various departments be involved in the prioritization. <br />Scalze stated that she did not agree that a committee <br />would be the proper structure for prioritization of the <br />list. Scalze felt that those recommended for the <br />committee were limited to those groups that know of the <br />availability of the 10% gambling funds. 5calze felt <br />that if a representative of the Fire Department was to <br />serve on the committee, other non-profit groups in the <br />City should be invited to serve as well, such as <br />Canadian Days, Historical Society, Community Pride <br />Group, Sheriff's Department. <br />LaValle asked if these other non-profit groups were <br />contacted for their input to the 10o capital <br />improvement list. <br />The City Administrator thought that the other groups <br />were contacted, and pointed out that the Sheriff's <br />Department submitted requests. However, the Sheriff's <br />Department requests are included under their contract <br />Page 11 <br />
