MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1993 <br />as on-going operating costs. <br />LaValle stated that he would like to see two or three <br />citizens serve on the committee. <br />Hanson pointed out that the ultimate decision for <br />prioritization of the list rests with the Council. <br />Hanson stated that he supported the recommendation of <br />input on this matter from a broader base. Hanson <br />indicated that he questioned the involvement of the <br />Fire Department in this committee as well, but again <br />noted that the Council will make the final decision. <br />Hanson stated that he was in favor of gettinq more and <br />more of the public involved in various City committees. <br />Scalze stated that at a minimum the City should make <br />other entities aware of the 10% gambling funds. <br />The City Administrator reported that the other entities <br />will be invited to participate on the committee. <br />Pedersen questioned what a committee comprised of these <br />various groups would accomplish. Pedersen felt that <br />each group would be pleading their own case. <br />The Administrator felt that each group would plead <br />their own case regardless of whether there was a <br />committee or not, and felt that if the groups are <br />represented on a joint committee, they would reach a <br />consensus on the prioritization through a greater <br />understandinq of each other's needs. <br />Morelan asked if the committee would be an on-goinq one <br />that would review items for potential placement on the <br />list. <br />The City Administrator replied that the list before the <br />Council is the first attempt at a capital improvement <br />list. The Administrator felt that the committee should <br />be looking at prioritizing this listing. <br />Morelan felt that the committee suggested by the <br />Administrator was adequate for prioritizing the capital <br />improvement list that the City has now. If that list <br />is expanded, than a broader based forum of citizen <br />input could be used. <br />It was pointed out that the City has $62,000 available <br />for funding capital improvement items, and <br />approximately $37,000 of money is already committed to <br />various items. This leaves $25,000 in uncommitted <br />funds with approximately 5100,000 of capital <br />improvement requests. <br />Page 12 <br />
