MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1993 <br />Ron Rosenbaum, attorney representinq St. Joseph's <br />Society for Charity, appeared before the Council. <br />Rosenbaum reported that he has represented St. Joe's <br />for 1 1/2 years and has some familiarity with the inner <br />workings of that charity and the many good deeds <br />performed by that charity. Rosenbaum reported that <br />there are criminal charges filed against individuals <br />from this organization as well as others, and he cannot <br />comment on those charges because of their nature and <br />the timing involved. Rosenbaum felt it important to <br />note that these charges follow exactly the civil <br />charges in a lawsuit filed by a group of people who <br />attempted to take over the charity in 1991. These <br />civil charges were very quickly thrown out, and there <br />was a lesser standard of proof required in a civil <br />oase. Rosenbaum also pointed out that a criminal <br />complaint is not the same as a conviction, and everyone <br />is entitled to the presumption of innocence. <br />Rosenbaum stated that on the question of whether <br />another committee is necessary to investigate <br />charitable gambling issues, he does not care, but <br />cannot conceive of a group that has been more <br />investiqated than these charities. Rosenbaum reported <br />that gambling is one of the most tightly regulated <br />industries there is. <br />LaValle asked Rosenbaum if the full membership of 5t. <br />Joseph's Society had approved the compensation paid to <br />their employees. <br />Rosenbaum stated that he cannot conceive of any of the <br />membership not knowing to the penny what each <br />individual employee has made. Rosenbaum reported that <br />the membership of St. Joe's is not a docile group and <br />there has never been any confusion on the compensation <br />issue as far as he is concerned. <br />Scalze stated that the idea of the citizens committee <br />was instituted on behalf of some of the charities when <br />the issue of rents was being discussed. The charities <br />have indicated to the Council that rents are too high <br />and are puttinq the charities out of business. <br />Dick Boss, Chief of the Little Canada Fire Department, <br />stated that he wanted to address the Council on the <br />issue of whether or not a committee was necessary to <br />Page 2 <br />
