MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1993 <br />POW/MIA FLAG Hanson thanked Pete DeZurik and the Roseville VFW #7555 <br />for their presentation of POW/MIA flags to the City. <br />These flags are now flying at City Hall and the Fire <br />Station. <br />LAKE STREET Hanson opened the continuation of Public Hearinq for <br />IMPROVEMENT consideration of the improvement of Lake Street. <br />HEARING <br />The City Engineer presented to the Council five options <br />for the improvement of Lake Street. The first option <br />included total reconstruction with concrete curb and <br />gutter and a 32-foot street width. Estimated cost of <br />that option is $64.34 per lineal foot. The second <br />option involved patch and overlay of the existing <br />street without curb and gutter. Estimated cost is <br />$28.36 per lineal foot, or $22.67 if assessed on an <br />80/20 basis. The third option involved resurfacing of <br />the existing street without curb and gutter. Estimated <br />cost is $44.04 per lineal foot, or $35.23 if assessed <br />on an 80/20 basis. Option 4 involved grind and overlay <br />of the existing street and the addition of curb and <br />gutter. Estimated cost is $55.25 per lineal foot, or <br />$46.12 if assessed 80/20. The final option involved <br />total reconstruction, concrete curb and gutter, and a <br />28 foot width street. Estimated cost is $58.06 per <br />lineal foot. The Engineer pointed out that he <br />recommends that Option 3 be eliminated from <br />consideration due to the higher cost with no <br />appreciable increased benefit. <br />The Engineer explained that the City standard for a <br />residential street includes a 32 foot width and <br />concrete curb and gutter. In low density residential <br />areas, a 28 foot width has been acceptable. The <br />Engineer pointed out the location of the park along <br />Lake Street, and recommended the 32 foot width due to <br />the potential for on-street parking because of the <br />park. If the width is decreased to 28 feet, the City <br />Engineer recommended off-street parking for Nadeau <br />Park. <br />The City Engineer reported that his recommendation for <br />Lake Street would be Option 1, or Option 2 as a <br />maintenance-type project. Option 5 would be a <br />possibility if the City choose to change its design <br />standards. <br />Page 2 <br />
