MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1993 <br />The City Engineer reported that the majority of the <br />residents on Lake Street are in favor of curb and <br />gutter, and some street improvement as long as project <br />costs were no more than $35 per foot. The Engineer <br />stated that the residents are looking for a shorter <br />term improvement since many do not anticipate being in <br />their homes beyond the next 10 years. <br />Scalze pointed out that there are no options presented <br />this evening with a$35 per foot cost. <br />Chuck Nagle, 145 Lake Street, reported that many of the <br />residents are in favor of concrete curb and gutter, not <br />only from a cosmetics standpoint, but also because it <br />will increase property values. Nagle reported that <br />when the residents left the first public hearing on <br />this matter it was with an estimated cost of $70 per <br />front foot for street reconstruction. Two weeks ago <br />the residents indicated that they favored an <br />improvement that included curb and gutter, but would <br />cost no more than $25 per front foot. The property <br />owners now realize that this cost is not feasible, and <br />feel that $35 per foot may be more reasonable. Nagle <br />felt that if a 20-year street would cost $70 per front <br />foot, it should be feasible to get a 10-year street for <br />$35 per foot. Nagle also indicated that City <br />participation in the project would help with costs, and <br />reported that it is his understanding the the City <br />assessed the Rose Place overlay on an 80/20 basis. <br />Nagle reported that the majority of the property owners <br />want curb and gutter sinoe they feel this will increase <br />property values and provide proper street drainage. <br />Nagle suggested option 2 with the addition of curb and <br />qutter. Nagle reported that City staff is reluctant to <br />recommend curb and gutter unless some minimum street <br />standards are met. Staff's issue is that prospective <br />homeowners coming in to buy will see curb and gutter <br />and a nice street surface and assume that the street <br />meets full City standards. <br />Nagle reported that 10 of the 11 property owners <br />involved are in favor of some sort of street <br />improvement. Only one property owner feels that <br />nothing should be done. Nagle questioned whether a <br />full reconstruction was needed, suggesting that a <br />10-year street could be put in with curb and qutter. <br />Scalze pointed out that the lowest cost option that <br />includes curb and gutter is for $46 per foot. <br />Nagle stated that the property owners would prefer not <br />to pay $46 per foot.
