MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1993 <br />Matson felt there was no need for this negativism, and <br />felt that charitable gambling can be operated in a <br />positive manner: Matson referred to the comment on one <br />of the TV channels this evening that the Council was <br />holding a workshop to address the allegations filed by <br />the Attorney General's office. This is not the purpose <br />of the meeting, and these untrue reports are not needed <br />and a disservice. <br />Matson reported that at the time the City developed its <br />charitable gambling ordinance, NSYA was not asked for <br />input, but did make a statement at the time the <br />ordinance was adopted. Matson stated that he did not <br />believe that the City needed an ordinance, feeling that <br />the charitable gambling industry is over-regulated. <br />Matson did not believe a gambling committee was needed <br />unless it was a marketing committee that will tell the <br />charities how to bring more people into the hall. <br />Matson referred to the various State agencies which <br />oversee the charitable gambling industry, and the <br />recent Gambling Control Board audit that was done of <br />the charities' operations at the Little Canada Bingo <br />Hall. Matson also pointed out the City's <br />administrative staff review of monthly gambling report <br />submissions. Matson also pointed out the annual audits <br />that are required of each o£ the charities. <br />Matson suggested that any time there are questions, the <br />charities can be contacted to answer the questions. <br />Matson reported that NSYA is willing to talk to anyone <br />at anytime on whatever issue. Matson again stated that <br />another committee is not needed. <br />Scalze stated that the purpose of the committee was to <br />get people together to answer questions, look at the <br />City's ordinance. Scalze stated that the purpose of <br />these workshops was not to get people together to cast <br />aspersions. <br />Matson pointed out that NSYA has requested Council <br />Members to attend the association's monthly meetings so <br />that they are familiar with how NSYA works and the <br />detailed reporting that is given to its membership. <br />Matson felt it was time to move on to the positives. <br />Soalze agreed, and thought that could be accomplished <br />with a committee. Scalze felt that the matter could <br />have been handled more productively than it has been, <br />and indicated that she was not interested in holding <br />more workshops like tonight's and last week's. <br />Page 9 <br />
