MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1993 <br />that option could be lowered by putting in a lesser <br />street section. <br />The City Engineer stated that he would not recommend <br />curb and gutter with a lesser street section than <br />proposed in Option 2, since there could then be no <br />street grade corrections made. <br />Nagle reported that $35 per foot is as much as the <br />majority of residents are prepared to pay. If a$35 <br />per foot project cannot be achieved, the residents' <br />positions would be a combination of doing nothing to <br />going with Option 2. Nagle reported that the residents <br />violently oppose Option 1. Nagle suggested that the <br />Council look at two options in considering street <br />reconstructions, those being full reconstruction in <br />some cases and an option of an intermediate-life street <br />in some cases. Nagle also felt that the new assessment <br />policy that the Council will be considering soon might <br />help to reduce assessment costs. <br />Scalze stated that it was her understanding that the <br />Rose Place overlay was assessed on an 100% basis. <br />Glanzer reported that in reviewing the minutes of the <br />meeting at which the Rose Place overlay assessment was <br />passed, initial Council discussion was that all street <br />projects to be considered for assessment that evening <br />were proposed to be assessed on an 80/20 basis. Actual <br />discussion of the Rose Place overlay assessment did not <br />detail whether the assessment was on an 80/20 or 100% <br />basis. <br />The City Administrator reported that staff will review <br />the records to determine exactly how the Rose Place <br />overlay was assessed. <br />Nagle pointed out the previous comment that Lake Street <br />is a street that starts no where and goes no where. <br />Nagle agreed, and asked if in this situation a full <br />standard street is needed, or if residents could get by <br />with lesser quality, with the City participating in the <br />cost to at least the same degree. Nagle pointed out <br />that curb and gutter would last a long time, even <br />though the street surface may have to be replaced more <br />frequently under a lesser quality improvement. <br />However, Nagle pointed out that it is only the <br />residents along the street that use it. <br />Hanson stated that he did not view Nadeau Park as the <br />kind of park that would attract a lot of vehicular <br />traffic. Access to the park will be via bikes and <br />on-foot. Hanson stated that he would be more inclined <br />Page 4 <br />
