MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1993 <br />Engineer's estimate, thus reducing costs. LaValle <br />stated that he would like to see a project done for $35 <br />per foot since there is a limited number of houses on <br />Lake Street. LaValle compared Lake Street to a long <br />driveway. <br />Hanson pointed out that the project would be combined <br />with a number of others planned in the City during <br />1993, which may reduce the price further due to the <br />economy of scale the City is hoping to achieve. Hanson <br />also pointed out that the City could extend the <br />assessment period, and suqgested that the interest cost <br />may come in below estimate as well. <br />Nagle stated that the residents do not consider their <br />efforts as negotiating with the Council. The residents <br />are saying that they live on virtually a dead-end <br />street with very little traffic other than the <br />residents themselves. The residents believe that there <br />should be two options available to property owners, one <br />for a full-life street and one for an intermediate-life <br />street. Nagle also suggested that another alternative <br />might be to offer a simple overlay of Lake Street <br />similar to what was done for Rose Place and Lakeshore. <br />Scalze stated that she has no problem with overlaying <br />the street, and felt this was a economical way to <br />address the issue in older neighborhoods. Scalze <br />stated that she did have a problem with spending City <br />money for a short-term solution. Scalze again <br />indicated that it was her understanding that the Rose <br />Place overlay was assessed on a 100% basis. Scalze <br />felt that if the City were to participate in the cost <br />of a road improvement, it should be for a project with <br />state-of-the-art construction. <br />Pedersen stated that he understood that the street was <br />a short one, with limited traffic, but indicated that a <br />substandard improvement will break up with thawing and <br />freezing. <br />Hanson pointed out that the improvement project was <br />initiated by the Council, and asked if the project were <br />denied this year, if there were any other projects <br />anticipated within the next few years that it could be <br />combined with. <br />Scalze asked if any improvements are anticipated on <br />Jackson Street. <br />The City Administrator replied that no improvements are <br />anticipated for Jackson Street within the next five <br />Page 6 <br />
