MINUTES
CITY COUNCIL
JANUARY 27, 1993
Engineer's estimate, thus reducing costs. LaValle
stated that he would like to see a project done for $35
per foot since there is a limited number of houses on
Lake Street. LaValle compared Lake Street to a long
driveway.
Hanson pointed out that the project would be combined
with a number of others planned in the City during
1993, which may reduce the price further due to the
economy of scale the City is hoping to achieve. Hanson
also pointed out that the City could extend the
assessment period, and suqgested that the interest cost
may come in below estimate as well.
Nagle stated that the residents do not consider their
efforts as negotiating with the Council. The residents
are saying that they live on virtually a dead-end
street with very little traffic other than the
residents themselves. The residents believe that there
should be two options available to property owners, one
for a full-life street and one for an intermediate-life
street. Nagle also suggested that another alternative
might be to offer a simple overlay of Lake Street
similar to what was done for Rose Place and Lakeshore.
Scalze stated that she has no problem with overlaying
the street, and felt this was a economical way to
address the issue in older neighborhoods. Scalze
stated that she did have a problem with spending City
money for a short-term solution. Scalze again
indicated that it was her understanding that the Rose
Place overlay was assessed on a 100% basis. Scalze
felt that if the City were to participate in the cost
of a road improvement, it should be for a project with
state-of-the-art construction.
Pedersen stated that he understood that the street was
a short one, with limited traffic, but indicated that a
substandard improvement will break up with thawing and
freezing.
Hanson pointed out that the improvement project was
initiated by the Council, and asked if the project were
denied this year, if there were any other projects
anticipated within the next few years that it could be
combined with.
Scalze asked if any improvements are anticipated on
Jackson Street.
The City Administrator replied that no improvements are
anticipated for Jackson Street within the next five
Page 6
