MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1993 <br />years. The Administrator indicated that there were no <br />definite plans for proposing additional street projects <br />within the next couple of years with the possible <br />exception of Viking Drive. <br />Morelan asked if the option chosen for Lake Street <br />would have any bearing on future improvement costs for <br />the street. <br />The City Engineer reported that if a full <br />reconstruction were done on Lake Street, future <br />improvement costs would be less since there would be <br />base to work with. The Engineer pointed out that the <br />existing street was not built to any standard, <br />therefore, there is nothing under the bituminous to <br />work with. <br />Morelan asked the effect on maintenance costs depending <br />on the option chosen. <br />The City Engineer felt that maintenance costs would be <br />the same in the first couple of years, but option two <br />would deteriorate quicker thus requiring earlier <br />maintenance than option one. <br />Nagle reported that the residents have discussed that <br />the City should not have to pay excessive maintenance <br />costs because of the option that the residents choose. <br />LaValle asked about a simple overlay of the street. <br />The Engineer estimated the cost of an overlay at $10.40 <br />per foot. The disadvantage would be that the subgrade <br />cracking would not be addressed and would reappear in a <br />year or two. The City could be faced with the <br />addressing the same situation in three years. The <br />Engineer pointed out that bituminous is the most <br />expensive part of any street project. With an overlay, <br />the most expensive part of the project is done with the <br />least protection. <br />Trudy Schroeder, 128 Lake Street, stated that she <br />supported Option 2, pointing out that it is estimated <br />to last at least as long as Option 4 and the cost to <br />her would be just under $2,000. Sahroeder indicated <br />that she could pay those costs up front and not need tc <br />be assessed. Option 4 would cost Schroeder about <br />$7,000. Schroeder reported that Option 4 would raise <br />her mortgage payments each month for the use of less <br />than 300 feet of street. Schroeder reported that she <br />purchased her home 3 1/2 year ago. At that time <br />whether the street had curbing was not a consideration, <br />but rather the landscaping of the property and the <br />adjacent wildlife area.
