MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1993 <br />of the neighbors are concerned that if they do not <br />support a higher-priced option it may upset the members <br />of the Council who would then force Option 1 on the <br />residents. Schroeder reported that she is concerned <br />about property taxes, and reported that in the time she <br />has owned her home the value has increased $6,000 and <br />taxes are just under $1,600 up from the $900 they were <br />at the time she moved in. Schroeder felt that curb and <br />gutter would cause the County Assessor to increase the <br />property value further. Schroeder stated that she did <br />not care to have another $7,000 or $8,000 put on her <br />property taxes, but stated that she can understand the <br />support for Option 1 from an engineering point-of-view. <br />Dennis Beltman, 135 Lake Street, pointed out that the <br />property owners on Brooks Avenue petitioned against the <br />reconstruction of their street. Beltman asked the <br />estimated cost of that project. <br />The City Engineer reported that the estimated cost of <br />reconstructing East Brooks was $56 per foot, which is <br />considerably less than the Lake Street estimate due to <br />less subgrade work being required and no fabric. <br />Beltman asked the effect on maintenance of Brooks <br />Avenue since no improvement was ordered. <br />The City Administrator anticipated that minimal <br />patching would be done, pointing out that it gets to <br />the point where it is not economically feasible to put <br />dollars into a deteriorated street. The Administrator <br />reported that the present condition of East Brooks is <br />similar to when Lake Street was first proposed for <br />reconstruction. The condition of that street has not <br />deteriorated to the point where Lake Street and Nadeau <br />Road are today. <br />Scalze pointed out that another reason the cost was <br />lower was that Brooks Avenue has better drainage than <br />Lake Street. <br />Harold Feichert pointed out that only 9 of the 11 <br />properties involved in the assessment front Lake Street <br />with two having their driveways off Jackson Street. <br />Feichert felt that if Lake Street was not put in <br />properly in the first place, the property owners should <br />not have to pay for this mistake. <br />Linda Foster, 2570 Jackson Street, reported that it is <br />proposed that her property be assessed for 120 feet of <br />footage on Lake Street when her access is actually <br />Jackson Street and they never use Lake Street.
