MINUTES
CITY COUNCIL
JANUARY 27, 1993
Mike Fahey, representing the Little Canada Fire
Department, appeared before the Council. Fahey
reported that he is in opposition to the establishment
of a citizens committee on charitable gambling. Fahey
stated that he agreed with previous comments made by
LaValle and former Council Member Collova questioning
the need for such a committee. Fahey felt that it was
evident from the turn out tonight that not very many
people are beating down the doors to become involved.
Fahey pointed out that the City is collecting and
spending a lot of money for the regulation and review
of charitable gambling. Fahey felt that there was
enough governmental overseeing and regulation of
charitable gambling. Fahey stated that the charitable
organizations have had differences with the landlord at
the bingo hall, but are pursuing resolving those
differences. Fahey suspected that a committee would
want to look at rents and salaries. Fahey pointed out
that State Law has seen fit not to address the salary
issue, and questioned why the City would feel it
appropriate to spend money looking into those areas.
Fahey stated that he understood that there were people
coming in to City Hall and looking through the
charities' gambling records.
Fahey stated that if a committee is formed, it was his
hope that it would include representatives of the
charities to represent their interests.
Hanson commented that there are a lot of rumors
floating around, and the Council is being asked what is
going on. Hanson stated that the City operates an open
form of government; the Council is not on a witch-hunt,
but it wants to be accountable to the public.
Fred Clasen appeared before the Council. Clasen stated
that he has raised issues with the Council due to the
numerous phone calls he has received and rumors he has
heard. Clasen stated that a lot of people love Little
Canada, and felt that if the rumors are true, this
would bring problems to the City. Clasen stated that
it is his understanding that the City has received
between $1.4 and $1.5 million in charitable gambling
money, while the LCRA has received another $400,000.
Clasen stated that he has discussed charitable gambling
Page 2
