MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1993 <br />not have the respect that other cities have until this <br />mess is cleaned up. Clasen stated that charitable <br />gambling is being operated within the City for pure <br />greed. Clasen stated that three of the charities <br />operating at the bingo hall are not lily-white and are <br />operated by a bunch of greedy people with greedy <br />families. Clasen stated that Little Canada Fire <br />Department family members have been jockeyed into <br />positions at the bingo hall, and then the Fire <br />Department comes back and tells the City to look at <br />what they have done for the City. Clasen stated that <br />the City does not owe the Fire Department anything. <br />Clasen stated that the figures do not lie. <br />Clasen stated that it is time to put the rumors to bed <br />one way or another, otherwise the Council might as well <br />resign and put Fahey and Boss and the cartel of the <br />Fire Department on the Council. Clasen felt that the <br />Fire Department has drained gambling profits. <br />Clasen stated that the fiqures show that North Suburban <br />Youth is doing the best job of the four charities at <br />the bingo hall. Clasen stated that he is aware that <br />some people are not happy with NSYA because they are <br />making money and not keeping it for themselves. Clasen <br />felt that it was time for the City to address the <br />situation. <br />LaValle stated that the City has been concerned with <br />the charities' compliance situation, and this will be <br />reviewed by the State at the time of license renewals. <br />LaValle reported that as far as salaries go, the four <br />charities are consistent in what they pay employees <br />with the exception of gambling managers' salaries. <br />Matson agreed that salaries were consistent for the <br />employees, but pointed out that NSYA may not have the <br />same number of staff employed in a given night as <br />another charity would, and NSYA does not have all the <br />staff positions that the other charities have. <br />LaValle pointed out previous comments made by Matson <br />reqarding the difficulty NSYA was having with staying <br />in compliance. LaValle pointed out that NSYA does not <br />have any separate pull-tab sites in Little Canada as <br />the other charities do. LaValle reported that he asked <br />the charities approximately three weeks ago if they <br />were in compliance, and was informed that they were. <br />LaValle stated that determining salaries paid to <br />gambling employees is not the responsibility of the <br />Council, nor would it be the responsibility of any <br />committee that is appointed.
