MINUTES
CITY COUNCIL
JANUARY 27, 1993
responsibility was that of the general membership of
the individual charity. LaValle viewed this as the
same as any private enterprise. If the general
membership approves a particular salary, and it is
recorded in their meeting minutes, that is the salary
that is paid. If the charity is not in compliance, the
charity will suffer and the State will not renew their
license.
LaValle asked who the famous families are that Clasen
is referring to.
Clasen stated that the Boss, Fahey, Morelan and Johnson
families are the ones he is referring to. Clasen
stated that he has a spread sheet showing that 90% of
the jobs at the bingo hall are held by members of the
famous families.
Clasen stated that he is not sayinq that the Council
should dictate the salaries of the charities'
employees, but wanted to point out that these people
are getting paid and getting paid well. Clasen stated
that the Attorney General has set minimum and maximum
salary levels. Clasen felt that if these charities
were true charities, the salaries would be cut to the
bone. Clasen felt that the employees are getting paid
the maximum, with North Suburban employees' salaries
somewhere in the middle.
Clasen felt that the City cannot turn its back on the
situation that exists. The Council must do its job.
The rumors must stop. Clasen pointed out that his
graphs show that the Little Canada Fire Department has
only made $8,000 in the first 10 months of 1992 from
its gambling operation.
Morelan reported that he does not now nor never has
worked at the bingo hall. Morelan asked if Clasen was
in favor of formulating a charitable gambling
committee.
Clasen felt something must be formulated to stop the
rumors. Clasen felt there should be a committee if the
Council agrees to listen to the committee. Clasen felt
there were a lot of people interested in this issue,
but most are too scared to address the Council on it.
Clasen felt that the committee should not dictate
salaries, but it would be his hope that charities would
not pay maximum salaries because they are charities.
Clasen questioned why NSYA is able to do so much better
than the other three charities. Clasen also pointed
out that the 10% gambling money the City collects only
Paqe 5
