MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1993 <br />WELCOME TO The City Administrator introduced Julie Manville, the <br />JULIE City's new accounting clerk. Julie is replacing <br />MANVILLE Annette Freeman who is retiring at the end of the <br />month. On behalf of the Council and City, the <br />Administrator welcomed Julie as a new employee, and <br />wished Annette the best in her retirement. <br />CHILD The Mayor proclaimed the week of February 8th as <br />PASSENGER Child Passenger Safety Awareness Week in the City of <br />SAFETY Little Canada. <br />AWARENESS <br />WEEK <br />ASSESSMENT The City Administrator submitted to the Council a <br />POLICY proposed assessment policy for the City. The <br />Administrator noted that the policy contains a great <br />deal of information. Some of the key factors include <br />the proposal to assess a flat rate per lineal foot for <br />street reconstruction projects that meet City design <br />standards; City design standards £or a residential <br />street to include concrete curb and gutter, 7-ton <br />capacity, 32-foot width from gutter to gutter. The <br />Administrator reported that the flat rate assessment is <br />being proposed because of the benefits received issue <br />and the equity to a£fected parcels. The Administrator <br />pointed out that the flat rate assessment would provide <br />equity on a street by street basis given that varying <br />soil conditions can affect the price of reconstruction. <br />The Administrator felt it would be difficult to assess <br />additional costs for a reconstruction project that <br />occurred in clay soils. The Administrator pointed out <br />that if costs come in less than anticipated, the City's <br />share of a project is reduced. The Administrator also <br />pointed out that the $50 per front foot assessment <br />proposed for the 1993 projects would come out to <br />approximately 50% of costs assessed and 50% of costs <br />paid by the City. <br />The City Administrator pointed out that the policy <br />being proposed is a heavily subsidized program. In <br />reviewing the policies of other cities, some cities are <br />assessing in the $30 to $38 per front foot range <br />because this is what they feel it takes to get their <br />projects done. <br />Page 2 <br />
