MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1993 <br />The Administrator indicated that the policy proposed <br />has long-term financial implications to the City, but <br />also provides equity to the people where the streets <br />are being improved. The Administrator pointed out that <br />the City will be facing the issue of street <br />reconstruction more and more in the next several years. <br />Hanson pointed out that the survey of other cities' <br />show assessment policies all over the map. Hanson also <br />commented that the City has identified that there are <br />several roads that will require restoration and repair. <br />The Council, therefore, must look at the impact of the <br />assessment policy and how the City can assist in <br />financing these projects. Hanson felt that a workshop <br />was necessary to review the proposed policy in detail. <br />Scalze indicated that the policy was a good starting <br />point, and felt that perhaps the City should have two <br />residential street options, a neighborhood street and a <br />collector street. Scalze pointed out the City policy <br />that if a street deteriorates beyond a certain point <br />and it requires a great deal of maintenance, the <br />general taxpayer shouldn't have to share that <br />additional burden. Scalze felt that once a street gets <br />to that point, the property owners should have the <br />option of paying for maintenance such as an overlay and <br />the City assessinq 100% of the cost over a short term. <br />Scalze pointed out that the City has never ordered an <br />improvement project where the property owners were in <br />total disagreement. Scalze suggested that in these <br />situations, the City do a short-term maintenance that <br />is paid for by the property owners. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 93-2-35 - CALLING A CITY COUNCIL <br />WORKSHOP MEETING FOR WEDNESDAY, FEBRUARY 24, 1993 AT <br />6:00 P.M. TO DISCUSS THE PROPOSED ASSESSMENT POLICY <br />The foregoinq resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Hanson, LaValle, Pedersen. <br />Nays (0). Resolution declared adopted. <br />LAKE STREET Hanson opened the continuation of public hearing to <br />IMPROVEMENT consider improvement of Lake Street between Jackson <br />HEARING Street and Lakeshore Avenue by street reconstruction. <br />The City Administrator reported that the City has <br />received two petitions from the property owners on Lake <br />Street.
