MINUTES <br />CITY COUNCIL <br />FEBRUARY 10, 1993 <br />reconstruction as proposed by the City, while the <br />second requests the grind and overlay of the street at <br />a rate not to exceed $35 per front foot. The <br />Administrator reported that it is necessary to validate <br />the petition for the grind and overlay, although it <br />appears to be adequate. <br />The City Attorney pointed out that the public hearing <br />this evening is to address the street reconstruction <br />project as proposed by the Council. In order to move <br />on to the grind and overlay proposal, the City Council <br />would have to call for a feasibility report and <br />schedule a public hearing to consider that proposal. <br />The City Administrator felt that the price of $35 per <br />front foot for the grind and overlay proposal <br />anticipates City participation in the project of 20%. <br />The Administrator indicated that the proposed <br />assessment policy does not propose City participation <br />in substandard street projects. Therefore, the <br />estimated cost of the grind and overlay would exceed <br />the $35 per front foot that the property owners have <br />indicated they are willing to pay. <br />Chuck Nagle, 145 Lake Street, reported that 9 of the 11 <br />residents involved are in agreement that they do not <br />want to spend more than $35 per front foot, and also <br />want to see concrete curb and gutter installed along <br />the street. Nagle reported that he has put together <br />some project estimates for the grind and overlay with <br />curb and gutter and has arrived at a$35 per front foot <br />figure. His estimates do provide for a 20% City <br />participation rate for the street portion of the <br />project, with the full cost of curb and gutter being <br />assessed to the property owners. Nagle asked if it <br />were possible to determine actual project costs prior <br />to the City's approving the project. <br />Scalze pointed out that the City could call for bids, <br />and if the bids exceed the $35 per front foot cost, the <br />bids could be rejected. <br />The City Engineer pointed out that it would be <br />necessary to prepare plans and specs for the project <br />before biddinq it. If the project did not proceed, the <br />City would have already incurred the cost of the plans <br />and specs. The City Engineer also pointed out that the <br />Council must make a decision on the type of project for <br />Lake Street. <br />Pedersen pointed out that Option A proposed by the City <br />for street reconstruction is the City's minimum <br />standard.
