MINUTES <br />CITY COUNCIL <br />FEBRUARY 26, 2025 <br />Mr. Leatherman replied that both are classified the same and clarified that the concern was with crime <br />increasing. He explained that they do not dive into that question further and noted that is a pretty <br />common response in every community. He stated that distracted driving is a top concern for residents <br />in almost every community. He noted that crime is an issue of perception and if there is crime in <br />another community, there could be worry that crime would increase here. <br />Gutierrez asked how remote workers are classified in the question related to whether people work in <br />Little Canada and whether there has been a shift in that answer. Mr. Leatherman replied that remote <br />workers would reply that they work within Little Canada. He stated that the shift has not been as <br />pronounced as you would think. <br />Mayor Fischer stated that he was surprised with the level of approval related to police patrolling, as the <br />number one complaint he receives is related to speeding on the local streets and lack of patrols. Mr. <br />Leatherman commented that some cities break out that question and add another specifically related to <br />speeding. He stated that in those cities most residents tend to support a question asking about a <br />reduced speed limit but often do not want to contribute higher property taxes to support that <br />enforcement. <br />Mayor Fischer asked if anything stood out in the survey results as an area where the city should focus. <br />Mr. Leatherman replied that there was nothing that stood out in that manner. He stated that the <br />challenge Little Canada would have would be to improve the good and agree answers to excellent and <br />strongly agree, which is a good challenge to have. <br />Malone referenced the question related to City -sponsored events, noting only two percent felt that the <br />City events did not address their needs. She appreciated the follow-up question that was asked. <br />The City Administrator commented that the survey shows that those that complain about issues such as <br />speeding, are a minority but recognized that those voices are often the loudest. He asked if there is a <br />general way to look at that. Mr. Leatherman replied that often the survey does not match what the <br />elected officials hear about. He explained that most people that complain equate to about ten percent <br />of the population while another ten to 15 percent are supporters. He stated that the remaining 80 <br />percent of folks are living their lives and will only comment on major issues. <br />A resident referenced the housing stock and comparison of rentals to ownership. Mr. Leatherman <br />commented that Little Canada has a better balance in its housing stock which provides opportunities <br />for life -cycle housing. <br />CONSENT AGENDA <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2025-2-31 —APPROVING THE CONSENT AGENDA WHICH <br />CONTAINS THE FOLLOWING. <br />• Approval of the Vouchers <br />• :Designate Laura Linehan as Acting City Administrator with City Signing Authority <br />Beginning March 3, 2025 <br />0) <br />
