MINUTES <br />CITY COUNCIL <br />MARCH 12, 2025 <br />0 <br />AUTHORIZATION TO SUBMIT CONGRESSIONALLY DIRECTED FUNDING <br />APPLICATION FOR 1-35E PEDESTRIAN BRIDGE PROJECT <br />The Public Works Director explained that the city has been working to improve the stretch that crosses <br />the highway, highlighting the different projects. He noted that the pedestrian bridge is the last item to <br />assist people crossing the highway, recognizing the high cost of the project. He stated that staff <br />continue to look for outside funding and was made aware of the opportunity for congressionally <br />directed funding and recommended submission of an application. <br />Charlie Hammond, in representation of Congresswoman McCullum, stated that he has information for <br />the city on this type of local community funding. He provided a brief overview of the program and the <br />local projects that qualify for this type of funding. He stated that guidance has not yet been provided <br />for FY 2026 and therefore they are encouraging cities to apply as once the guidance is released, the <br />decision is made quickly. <br />Miller thanked Mr. Hammond for attending and sharing the information. He stated that the bridge will <br />help to bring together the two sides of the community. Malone agreed that this would be a connection <br />for the whole community and will also help to connect other communities. Mayor Fischer agreed that <br />this would be a broader resource for the wider community. <br />Mayor Fishcer asked if the city would need to reapply if it were not selected for 2026, or whether the <br />project would be placed in a queue. Mr. Hammond explained that the city would need to reapply. He <br />explained that each member is able to select 15 projects per fiscal year and those do not necessarily <br />carry over. He stated that if the funds are not awarded one year, the city could work with his staff to <br />determine why the project was not selected. <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2025-3-36 — A UTIIORIZING STAFF TO SUBMIT FY 126 <br />CONGRESSIONALL Y DIRECTED FUNDING APPLICA TIONS FOR THE INTERSTA TE <br />35E PEDESTRIAN BRIDGE PROJECT <br />The foregoing resolution was duly seconded by Malone. <br />Ayes (3). Nays (0). Resolution declared adopted. <br />JEFF ONGSTAD, NINENORTH EXECUTIVE DIRECTOR <br />Jeff Ongstad, NineNorth, introduced himself and provided information on the North Suburban <br />Communication Commission which was created and is governed by the nine -city Joint Powers <br />Agreement (JPA). He stated that the North Suburban Access Corporation, more commonly known as <br />NineNorth, is governed by the same members of the JPA. He reviewed the services provided by <br />NineNorth and recapped some of the programming created. <br />2 <br />
