<br /> <br /> STAFF REPORT <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Heidi Heller, City Clerk/HR Manager <br /> Laura Linehan, Acting City Administrator <br /> DATE: March 12, 2025 <br /> <br />RE: Update City Code 211, City Administrator <br /> New City Administrator Job Description <br /> <br /> <br />ACTION TO BE CONSIDERED: <br />Review and discussion only. <br /> <br />BACKGROUND: <br />City Code Chapter 211, City Administrator, was adopted in October 1989 when there was a staff <br />transition occurring and Council decided to change the top position from a Clerk-Treasurer to <br />City Administrator. Chapter 211 is written like a job description and has been the only <br />description of City Administrator duties to date. There is currently no other job description <br />document for the Administrator. <br /> <br />The language in the current City Code Chapter 211 is outdated, has some contradictions, and <br />includes language regarding authority to hire and fire all personnel that is not following the rules <br />for a Statutory Plan A city. Since the city is in the process of hiring a new City Administrator, <br />staff decided to update this code chapter, along with drafting a typical job description for the <br />City Administrator that contains the details and requirements for this position. <br /> <br />Staff has been working with the City Attorney on the code update and decided to change it to <br />reflect how the city is currently being operated. Currently the City Administrator is the <br />designated Treasurer and City Clerk, even though this position has not been doing any clerk <br />duties for many years. The chapter is being updated to be “City Administration” with a section <br />to reflect the City Administrator responsibilities and a separate section to outline the city clerk <br />duties that are being done by a different employee. The entire Chapter 211 will be repealed and <br />replaced. <br /> <br />RECOMMENDATION: <br />Staff requests that Council review and discuss the updated City Code Chapter 211 and new City <br />Administrator job description.
