<br /> 211-2 <br /> <br />(H) The City Administrator shall handle all personnel matters for the City in <br />conjunction with policy established by the City Council. He/she shall recommend terms and <br />conditions of employee's salaries, benefits, and working conditions for presentation to the City <br />Council. <br /> <br />(I) The City Administrator shall represent the City at official functions as directed by <br />the City Council and maintain good public relations with the citizens of the community. <br /> <br />(J) The City Administrator shall act as purchasing agent for the City and be responsible <br />in making all purchases in accordance with the approved municipal budget. He/she shall have the <br />authority to sign purchase orders for routine services, equipment and supplies for which the cost <br />does not exceed one thousand and no/one hundredths dollars ($1,000.00). All claims resulting <br />from orders placed by the City shall be audited for payment by the City Council. He/she shall <br />negotiate contracts for any kind of merchandise, materials, equipment or construction work for <br />presentation to the City Council. <br /> <br />(K) The City Administrator shall coordinate municipal programs and activities as <br />directed by City Council. He/she shall monitor all consultant and contractor work performed for <br />the City. <br /> <br />(L) The City Administrator shall work in cooperation with the City Council's appointed <br />consultants. <br /> <br />(M) The City Administrator shall prepare news releases, develop and discuss public <br />relations with all concerned as required. <br /> <br />(N) The City Administrator shall be informed regarding federal, state, and county <br />programs which affect the municipality. He/she shall consult with officials of both public and <br />private agencies as may be required. <br /> <br />(O) The City Administrator shall inform the City Council on matters dealing with <br />administration of the City and prepare and submit to the City Council for adoption an <br />administrative code encompassing the details of administrative procedures. <br /> <br />(P) The City Administrator shall be required to take an oath of office. He/she shall be <br />bonded, at City expense, through a position bond which will indemnify the municipality. <br /> <br />(Q) He/she shall perform such other duties as may be prescribed by law or required of <br />him/her by ordinance or resolutions adopted by the City Council. <br /> <br />(R) The City Administrator shall maintain the following: <br /> <br />(1) A minute book, noting therein all proceedings of Council;
