211-1 <br />211. CITY ADMINISTRATOR <br />211.010. The position of the City Administrator is hereby established. He/she shall be <br />chosen by the City Council solely on the basis of his/her training and experience and administrative <br />qualifications. The City Administrator shall be an employee at will, appointed for an indefinite <br />period by a majority of the City Council, who may be removed from office only by a majority of <br />the City Council, after thirty (30) calendar days written notice. <br />211.020. The City Administrator must have the ability to plan development within the <br />City, to collect materials and to be able to analyze that material for reporting to the City Council, <br />and to conduct and implement studies as to procedures, operations and organization. The City <br />Administrator shall also have the ability to advance and promote harmonious relations with and <br />between municipal employees and the general public. The City Administrator shall possess a <br />degree in public administration or its equivalent and have sufficient experience, knowledge, and/or <br />abilities, which, in the opinion of the City Council, qualify the person for the position. <br />211.030. The duties and responsibilities of the City Administrator shall be: <br />(A)Subject to City Council regulations and applicable laws, the City Administrator <br />shall control and direct the administration of municipal affairs. <br />(B)The City Administrator shall see that all laws, ordinances and resolutions of the <br />City are enforced in conjunction with the City's law enforcement agency. <br />(C)The City Administrator shall supervise the activities of all municipal department <br />heads and personnel of the City in the administration of municipal policy with authority to hire <br />and fire all personnel. <br />(D)The City Administrator shall attend and participate in all meetings of the City <br />Council. He/she shall be responsible for the preparation of the City Council agenda and <br />recommend to the City Council such measures as he/she may deem necessary for the welfare of <br />the citizens and the efficient administration of the City. He/she may attend at his/her discretion, <br />or at the direction of the City Council, other committee and commission meetings. <br />(E)He/she shall be responsible for the preparation of the Planning Commission, Parks <br />& Recreation Commission, and other agendas. <br />(F)He/she shall be responsible for the preparation of the HRA and EDA agendas. <br />(G)The City Administrator shall prepare annual fiscal budget and capital improvement <br />plan for the City Council. He/she shall maintain financial guidelines for the municipality within <br />the scope of his/her responsibilities, submit reports to the City Council on the financial condition <br />of municipal accounts and make sure the annual financial statement is prepared in accordance with <br />Minnesota Statutes. <br />Current City Code
