<br /> <br /> STAFF REPORT <br /> <br /> <br />TO: Mayor Fischer and Members of City Council <br /> <br />FROM: Laura Linehan, Acting City Administrator <br /> <br />DATE: March 26, 2025 <br /> <br />RE: Approval of the Second Amendment to the Municipal Materials Management Agreement <br />between the City of Little Canada and Allied Waste Services of North America, LLC dba <br />Republic Services of the Twin Cities for refuse services (trash, bulky, and yard waste.) <br /> <br />ACTIONS TO BE CONSIDERED: <br />Staff is requesting City Council consideration to approve the Second Amendment to the Municipal <br />Materials Management Agreement between the City of Little Canada and Allied Waste Services of <br />North America, LLC dba Republic Services of the Twin Cities for refuse services (trash, bulky, and <br />yard waste.). <br /> <br />BACKGROUND: <br />At the December 18, 2024, City Council meeting, the City Council approved an agreement between <br />the City of Little Canada and Allied Waste Services of North America, LLC dba Republic Services of <br />the Twin Cities for refuse services (trash, bulky, and yard waste.) <br /> <br />On January 8, the Council approved the First Amendment to the Municipal Materials Management <br />Agreement to adjust a performance bond dollar amount, based on 25% of estimated revenue. <br /> <br />The city is working to prepare Quarter 1 Utility Bills. As part of that process, staff discovered that two <br />services currently offered do not have corresponding rates. Therefore, staff discussed with Republic <br />the options to continue offering these services with a proposed rate. <br /> <br />These services include: <br />• Partial yard waste cost (a midseason rate) <br />o Historically 70% of annual cost <br /> <br />• Bulk only pickup exemption (currently 10 accounts only) <br />o This exemption is outlined with City Code and references residents who own a business <br />or a rental property that is located within 25 miles of the City of Little Canada. The <br />property must have refuse collection that the Little Canada resident is paying for and <br />using for his/her own residential refuse. The rental property must have at a minimum a <br />two (2) yard container for disposal service. The resident will still be required to enroll in <br />recycling and bulky item pickup services at contracted charges <br />• Residents who own a business but lease the business space. The resident will still be required to <br />enroll in recycling and bulky item. <br /> <br />o Historically, the charge was $0.50 per month. From what staff can glean from historical <br />records, this has not been changed since 2016. <br />
