MINUTES <br />CITY COUNCIL <br />MARCH 3, 1993 <br />moved outside the City. Boss felt that the issue that <br />needed consideration was response time. Boss reported <br />that other cities routinely accept fire fighters from <br />outside the city limits because of the difficulty they <br />have in attracting residents to serve. <br />Scalze asked when the majority of fires occur. <br />Gustafson estimated that 2/3rds of fires occur in the <br />evening. <br />Pedersen asked how many of the 36 fire fighters are <br />available for day-time fire calls. <br />Boss reported that the Department averages 12 to 13 <br />responders at day-time calls. <br />Pedersen asked about aqility testing. <br />Gustafson described the agility testing that is <br />required before a fire fighter can be accepted to the <br />Department. This testing is not required on an <br />on-going basis. However, fire fighters do have <br />pulmonary testing and a complete physical every two <br />years. There is one fire fighter who did not pass the <br />pulmonary test at one time. When that occurs, the <br />retention of that fire fighter must be voted on by the <br />entire membership. This fire fighter was retained <br />since he is an experienced engineer. However, if <br />retained on the Department, the individual cannot serve <br />as an interior fire fighter. Boss reported that the <br />Department is somewhat subject to ADA requirements, and <br />the By-Laws Committee is researching this. Boss <br />reported that all the fire fighters passed their 1992 <br />physicals. <br />With regard to the Relief Association, Scalze asked if <br />some sort of established meeting schedule could be set <br />so that it is easier to plan for these meetings. Boss <br />replied that he would discuss this with Bob DeBace. <br />Boss reviewed the 1993 job assignments which include <br />SCBA; Rescue Equipment; Ladder & Hand Tools; Gasoline <br />Powered Equipment; Lights, Fans, Cords, Flashlights, <br />Extinguishers; Salvage Covers, Aoses, Nozzles & Related <br />Equipment; Resuscitators & First Aid; Vehicle Radios, <br />Pack-Sets & Pagers; Fire Department Lock Boxes; Maps, <br />Building Charts, & Pre-Plan Data; VCR & Related <br />Equipment; Historian & Pictures; Flowers & Memorials; <br />Food and Beverages; MSDS Sheets & Map Drawer. Boss <br />reported that a Standard Operating Procedure will be <br />developed for each of these areas. <br />Page 5 <br />
