MINUTES <br />CITY COUNCIL <br />MARCH 10, 1993 <br />PARKS & <br />RECREATION <br />DIRECTOR <br />Hanson pointed out that the City of Roseville also <br />purchases water from St. Paul. However, the rates paid <br />by Roseville are lower than Little Canada since <br />Roseville has higher volume of usage. <br />Morelan felt that in lookinq at options, the City <br />should do an apples to apples comparison. That is, <br />estimate a price for the City to provide the same <br />quality of water that is currently provided by St. <br />Paul. <br />LaValle agreed, and stated that he could not see <br />cutting the quality of water that is provided to City <br />residents. <br />Gustafson asked why the large increase from St. Paul. <br />The Administrator reported that last year St. Paul <br />increased its rates by 4.10. There was also a push for <br />water conservation that was successful, but because <br />people used less water and system operating costs <br />remained constant, there is the need for a larger <br />increase in rates. The Administrator reported that the <br />City does not have a lot of leverage in negotiating <br />rates with the City of St. Paul. The City <br />Administrator felt that a study such as the one <br />proposed could provide the City with some leverage. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 93-3-60 - AUTHORIZING THE EXPENDITURE OF <br />UP TO $3,500 FOR A WATER SUPPLY STUDY TO BE PERFORMED <br />BY THE CITY ENGINEER WITH THE INDICATION THAT SHOULD <br />DURING THE PROCESS OF THE STUDY THE FEASIBILITY APPEAR <br />UNWORKABLE, THAT THE STUDY BE DISCONTINUED <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) LaValle, Morelan, Pedersen, Hanson, Scalze. <br />Nays (0). Resolution declared adopted. <br />The City Administrator recommended that the Council <br />call for a closed workshop meeting to discuss the <br />one-year performance review of the Parks & Recreation <br />Director. The Administrator reported that the Council <br />may have questions on his evaluation of the Director <br />and felt that in fairness to the employee and the <br />Council, a closed meeting should be held. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 93-3-61 - CALLING FOR A CLOSED MEETING <br />OF THE COUNCIL FOR MONDAY, MARCH 22, 1993 AT 6 P.M. TO <br />DISCUSS THE ONE-YEAR PERFORMANCE EVALUATION OF THE <br />PARKS AND RECREATION DIRECTOR <br />Page 14 <br />
