MINUTES <br />CITY COUNCIL <br />MARCH 10, 1993 <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) Scalze, Morelan, Hanson, Pedersen, LaValle. <br />Nays (0). Resolution declared adopted. <br />CELLULAR The Public Works Superintendent reported in a memo <br />ONE ANTENNAE dated March 2nd that Cellular One has requested <br />authority to relocate their antennae on the City's <br />water tower from the top of the tower to underneath the <br />bowl. It is the recommendation of the Superintendent <br />that this request be approved. <br />Mr. LaValle introduoed the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 93-3-62 - APPROVING THE REQUEST OF <br />CELLULAR ONE TO RELOCATE THEIR ANTENNAE ON THE CITY'S <br />WATER TOWER FROM THE TOP OF THE TOWER TO UNDERNEATH THE <br />BOWL BASED ON THE RECOMMENDATION OF THE PUBLIC WORKS <br />SUPERINTENDENT <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Hanson, Pedersen, Morelan. <br />Nays (0). Resolution declared adopted. <br />WATER RATES The City Administrator again referred to the 19% <br />increase in water rates that is being passed on to the <br />City by the St. Paul Water Board. The Administrator <br />reported that it will be necessary to pass on this rate <br />increase to consumers in order not to jeopardize the <br />City's water fund. The Administrator reported that an <br />11% increase in our rates would accomplish that. That <br />results in a rate increase from $1.57 to $1.74 per <br />thousand gallons. The water service charge would also <br />have to be increased from $12.00 per quarter to $13.32. <br />The Administrator reported that St. Paul is actually <br />enacting a 14% winter rate increase and 24% summer rate <br />increase. The Administrator felt that the City was <br />obligated to pass on the majority of the increase to <br />keep the water fund in proper condition. <br />The Administrator reported that the Metropolitan Waste <br />Control Commission has increased their rate by 3.1%. <br />The Administrator did not anticipate the necessity to <br />increase sewer rates at this time. <br />The Administrator recommended that a water rate <br />increase be adopted prior to April 1st so that the <br />increase can go into effect for the first quarter of <br />1993.
