MINUTES <br />CITY COUNCIL <br />MARCH 10, 1993 <br />some of the teams scheduled at Pioneer Park could be <br />scheduled at other facilities. <br />Keis replied that the trade off is how much the Pioneer <br />Park facility is used or left empty because of a <br />parking problem. LCRA feels there is the need for the <br />additional parking and supports the recommendation of <br />the Park and Recreation Commission. <br />Scalze pointed out that the recommendation of the Park <br />and Recreation Commission was not unanimous, but made <br />on a very close split vote. Scalze acknowledged that <br />this is a hot issue with definite opinions on both <br />sides. Scalze felt the City should buy time at this <br />point, readjust what is beinq done at the Park now, and <br />then relook at the issue. <br />Keis predicted another year of parking hassles. <br />Scalze agreed, if the Park is scheduled the way it was <br />in 1992. <br />With regard to passive use, Keis felt that Spooner Park <br />was a better park for passive uses given the mature <br />shade trees and facilities. <br />Hanson pointed out that the Park Master Plan addresses <br />the passive uses at Pioneer Park, and Hanson questioned <br />the playing down of those uses at this point. <br />Scalze pointed out that the neighbors of the Park are <br />not here this evening. Scalze indicated that these <br />people have definite feelings on the additional parking <br />issue and usaqe of the Park. <br />Patricia Ducharme Cohen reported that she participates <br />in a women's ball league that plays in Pioneer Park on <br />Wednesday evenings. Cohen reported that this is not <br />just an adult night at the Park it is a family night <br />since most of the women bring their children. There <br />are also other uses going on that evening, including <br />the soccer field and basketball courts. Cohen reported <br />that the Park is beautiful, it is a community park and <br />is used for family activities. It is unfortunate that <br />the parking is inadequate, and Cohen reported that the <br />users of the Park would appreciate the addition of <br />parking as soon as possible. <br />Pedersen indicated that he did not understand the <br />position that if the City can't do everything at the <br />Park, nothing should be done. <br />Hanson suggested that the auto-oriented usage of the <br />Park be rescheduled at this time. <br />Page 20 <br />
