MINUTES <br />CITY COUNCIL <br />MARCH 10, 1993 <br />John Keis, President of the Little Canada Recreation <br />Association, reported that the LCRA is in favor of <br />additional parking at Pioneer Park. Keis pointed out <br />that the City knew there would be inadequate parking at <br />the Park from the beginning. Keis felt that to make <br />full use of the park the additional parking is needed. <br />Keis reported that both the LCRA and Parks and <br />Recreation Commission support the addition of 35 <br />parking spaces on the DeSoto Street side of the park. <br />Keis also indicated that he did not understand why the <br />City has taken the position of not allowing the use of <br />DeSoto Street for overflow parking. <br />Scalze reported that DeSoto Street was made wide enough <br />so that the street could be used for overflow parking <br />on a limited basis for the tournaments that were <br />mentioned earlier. That is, LCRA tournaments and <br />Canadian Days tournaments. <br />Keis indicated in response to the Mayor's comments, <br />that it would be impractical to expect people to park <br />at 5pooner Park and walk over to Pioneer Park. <br />LaValle pointed out that when the park was developed <br />initially there was discussion about future shared <br />parking to the north when that industrial property <br />developed. LaValle pointed out that that property may <br />not develop for 10 years. LaValle asked if adequate <br />parking was not planned for Pioneer Park due to poor <br />design or because of the cost. <br />Keis did not know, but pointed out that this does not <br />change the fact that the parking is inadequate. Keis <br />urged the Council to approve the expansion of the <br />DeSoto Street parking lot with 35 spaces at a cost of <br />$19,000. <br />LaValle asked if that would solve the problem. <br />Keis replied that he did not know. Keis estimated that <br />if all 4 fields were beinq used by 8 teams on a given <br />night, that would eat up 120 of the 125 parking spaces <br />at Pioneer Park resulting in no parking for any of the <br />other uses at the Park. <br />LaValle pointed out that every park in Ramsey County or <br />the City of St. Paul has a parking problem. LaValle <br />felt the City had to come up with a plan to address the <br />problem while limiting the impact on the Centerville <br />Road and DeSoto Street neighbors. LaValle again stated <br />that he has not seen a schedule for the Park. The <br />Council has asked for this information, and LaValle <br />indicated that he had a problem with acting on the <br />parking without this information. LaValle asked if <br />Page 19 <br />
