MINUTES <br />CITY COUNCIL <br />MARCH 10, 1993 <br />there are easement costs, the project costs will <br />increase. The Engineer also pointed out the ability to <br />save trees in the area by locating the water main <br />around them. <br />Homer Rector, 644 County Road B-2, questioned why the <br />property owners had to pay for the section of water <br />main that needs to be built up to the lots. Rector <br />suggested that the City should pay for that section of <br />main. Rector also suggested that the City pay have the <br />remaining project costs since there is only one side of <br />the street that can be assessed. <br />Hanson pointed out the Council's current discussion on <br />road reconstruction assessments, and suggested that Mr. <br />Rector's suggestions be discussed as well. Hanson <br />pointed out that there are some homes on the west side <br />of Edgerton that are not served with City water main. <br />The City Administrator reported that this is not the <br />only time the City will have a water main improvement <br />that involves single-frontage issues. The <br />Administrator suggested that the City may have utilize <br />its capital reserve account or something similar to pay <br />for both system-wide benefits and part of the costs in <br />situations similar to this project. <br />Hanson noted that the City cannot assess for more than <br />the direct benefit that an improvement has to a <br />property. <br />Rector pointed out that he has a vacant lot on Viking <br />Drive that is valued at $20,000. Rector questioned the <br />City's ability to assess his property for $12,000 in <br />water main improvement costs. <br />The Administrator reported that if the City did not <br />participate in this project, it would be his <br />recommendation that waivers of right to appeal be <br />required from all the property owners before the <br />improvement is ordered because of the benefits received <br />issue. <br />Joan Sprain, 673 E. Viking Drive, reported that when <br />water main was put in on the Maplewood side of Viking <br />Drive, State Aid funds were used to bring down the cost <br />of the project, and the property owners were assessed <br />$4,000. Sprain also reported that Williams Pipeline <br />has created some of the problem with the extra easement <br />that is necessary. Sprain asked if Williams Pipeline <br />could be approached to share in the cost. <br />The City Engineer stated that there would be no legal <br />Page 3 <br />
